SUBJECT: PROPOSED SUMMER PROGRAM FOR YOUNG CHILDREN AT THE
BAYO VISTA PUBLIC HOUSING DEVELOPMENT
I. RECOMMENDED ACTION:
APPROVE proposal from the Bayo Vista Child and Family Center for a six week
summer program for young children 3 to 7 years .of age who live in CA011010, Bayo
Vista, Rodeo public housing development, and allocate $7,530 from the Housing
Authority's Local Management Fund-Jo fund this program, as recommended by the
Advisory Housing Commission.
II. FINANCIAL IMPACT:
The Housing Authority has adequate funds in the Local Management Fund to cover
the cost of this program.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
In 1990 the Housing Authority funded a summer program for children 3 to 7 years
of age at Bayo Vista in Rodeo. The program was very successful . A proposal has been
received from the Bayo Vista Child and Family Center, Inc. to operate a similar
program this upcoming summer for 35 to 50 children, 3 to 7 years of age, who live in
the Bayo Vista public housing development.
The Policy & Strategy Committee of the Advisory Housing Commission received
this proposal from the Bayo Vista Child and Family Center on April 15, 1991 and has
recommended that the program be funded from Housing Authority Local Management funds.
The Budget Committee reviewed this proposal and recommended that the program be
funded again this year. At its Regular Meeting on Monday, April 15, 1991 the
Advisory Housing Commission voted to recommend approval of the summer program for
young children of Bayo Vista, to be operated by the Bayo Vista Child and Family
Center, Inc. for six weeks and to allocate $7,530 in Local Management funds for the
operation of the program.

IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not approve the expenditure of
$7,530 from Housing Authority Local Management Funds to authorize the 1991 Summer
Program for Young Children at Bayo Vista, CA011010, Rodeo, the 3 to 7 year olds of
that area will be deprived of a very successful program which provides recreational ,
educational and social activa:ties to its participants.
