RECOMMENDATION•
Approve the request of" the Bus Operator Coordination Council for Ex-
Officio representation on the -Contra Costa Transportation Authority.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
On May 7, the Transportation Committee reviewed a request by the Contra
Costa Transportation Authority (OCTA) , to consider a proposal by the
county' s bus transit operators for ex-officio, non-voting.
representation on the CCTA (see Exhibit A) . Representation would be
annually, rotated among the Board of Directors of AC Transit, County
Connection, Tri-Delta, and WestCAT. The designated.representative must
be an elected :official. BART and MTC have similar representation on
the CCTA.
The Transportation Committee considers- this an appropriate request by
the bus transit operators. The Measure C sales tax initiative requires
the CCTA to develop a county-wide transportation plan that will include '
bus transit operations. As the Congestion Management Agency for Contra
Costa, the CCTA will establish standards for the routing and frequency
of bus transit operations. Direct input from bus transit operators
will provide- an .important perspective during the CCTA' deliberations
on county-wide transportation issues. The Trans Transportation Committee
recommends that the Board of Supervisors support this request.

Dear Mr. Davis:
I am writing on behalf of the Contra Costa Transit Operator Boards of Directors to voice our Interest
in the transit element of the Congestion Management Program (CMP). As a TrlDelta Board Director,
you are aware that transit must play a vital role In solutions to be Identified In the CMP for this
county.
With the approval of the Contra Costa Transportation Authority as the implementing body for the
CMP, CCTA has taken on a larger and more comprehensive role. The bus transit operators are
Interested in participating in your deliberations on the CMP regarding issues affecting bus transpor-
tation and paratransit-in the County. We believe our involvement would be most effective as a
non-voting, ex-officio appointment to CCTA.
The additional responsibility of administering the CMP makes the timing.appropriate to consider
adding a bus/paratransit ex-officio member to CCTA. Both BART and MTC already have such
members representing other elements of.public transit: We respectfully request such an ex-officio,
rotating appointment of a member from one of the Boards of Directors. Once CCTA has approved
the appointment, I will recommend a member Of our Board to initially fill the position.
I think such an arrangement would be mutually beneficial and would appreciate an opportunity to
