APPOINTMENT TO THE AIRPORT ADVISORY COMMITTEE FROM EAST COUNTY
SUBJECT:
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Review the rankings made by the Aviation Advisory Committee
of the applicants for the new position, the recommendation
made by Supervisor Torlakson, and determine what action to
take.
2. Remove this item as a referral to our Committee.
BACKGROUND:
On March 5, 1991, the Board of Supervisors agreed to expand the
Aviation Advisory Board by one seat, with that seat specifically
designated for a . resident of East County, with the intent that
this individual would represent the interests of the Byron
community. The Aviation Advisory Committee was also authorized to
interview and rank the candidates and forward those rankings to
our Committee for a recommendation to the Board.
On May 13 , 1991 our Committee met with Virginia Schaefer, Chair
of the Aviation Advisory Committee. We reviewed the attached
report from the Aviation Advisory Committee, which identifies the
rankings assigned to the applicants by the Aviation Advisory
Committee.
Our Committee also received the. attached letter from the Byron
Advisory Council recommending the appointment of Mr. Wayne Baio.

In addition, we received the attached memorandum from Supervisor
Torlakson, also recommending the appointment of Mr. Baio.
Unfortunately the recommendations of the Aviation Advisory
Council, the Byron Advisory Council and Supervisor Torlakson are
at odds with each other. Out of respect for Supervisor
Torlakson' s right to recommend a candidate of his choice, we are
referring, this matter back to the full Board of Supervisors
without recommendation so the full Board can determine which
candidate should be appointed to represent the interests of the
Byron area.

Atten: Mr Harold E. Wight
Manager of Airports
Dear Mr. Wight,
It has been brought to our attention the representation on the board,
addressing issues of the .Byron Airport, is very light in respect to
members of this immediate community and allowing direct input as actual
members of the group.
we formally request the appointment of two new members to your Airport
Committee. 1) We recommend a member of the Byron Advisory Council be
a standing appointment. At this time we feel the best qualified to
the appointment would be Mr. Wayne Baio. 2) The second member, we feel
should be a member at large from the immediate Byron community,
preferably adjacent property owners. Upon request, we will provide
you with a list of recommendations.
Since Byron is our town, we have a major interest in the development
of the Airport. Our input should be of great importance to you. At
this time we feel a grave discrimination has taken place, simply by
not including the immediate community in your plans for our community.
Thankyou, in advance, for your immediate response to this situation.
Respectfully Submitted,
Marty S hultz

THE AVIATION ADVISORY COMMITTEE
Consideration of the appointment of a Byron
representative to the Aviation Advisory Committee has been
listed on the I .O. Committee agenda for May 13th, with a
. tentativereportto 'the Board scheduled for May 21st.
I have received some 'feedback from the Byron Advisory
Council and other community members regarding this_ ,
appointment. -I feel that._Mr. Wayne Baio would ,be the most
suitable individual for appointment to this seat. I have
worked with Mr. Baio on several .issues related to the Byron

represent East County and the Byron community on airport
related issues.

SUBJECT: ADDITIONAL AAC MEMBER
On Tuesday, April 16, 1991, the airport staff advertised in the Contra Costa Times and the
Brentwood News.for a candidate for the additional Aviation Advisory Committee opening.
In addition, we mailed direct notices to parties showing interest in the position:specifically
the Byron Advisory Council and Mr. Dan Woods who has been representing the Airport
users.
Five applications were received by the AAC by.the meeting date of April 16, 1991. All five
candidates were interviewed by the Aviation Advisory Committee as a whole. Five questions
were asked of the candidates (copy enclosed) and each AAC member ranked each candidate
on his answer. The ranking sheets were turned over to my staff who tabulated and ranked
them the following day. The ranking is as follows:
1) Dan Woods
2) Charles Wyrick
3) Richard Rembish
4) Jonathan Laituri
5) Wayne Baio
Also included with this memo is a copy of all of the applications. The ranking sheets are
in our files if you should need any specific information on the ranking details.
