Review the rankings made by the Aviation Advisory Committee of the applicants for the new position, the recommendation made by Supervisor Torlakson, and determine what action to take. 2. Remove this item as a referral to our Committee. BACKGROUND: On March 5, 1991, the Board of Supervisors agreed to expand the Aviation Advisory Board by one seat, with that seat specifically designated for a . resident of East County, with the intent that this individual would represent the interests of the Byron community. The Aviation Advisory Committee was also authorized to interview and rank the candidates and forward those rankings to our Committee for a recommendation to the Board. On May 13 , 1991 our Committee met with Virginia Schaefer, Chair of the Aviation Advisory Committee. We reviewed the attached report from the Aviation Advisory Committee, which identifies the rankings assigned to the applicants by the Aviation Advisory Committee. Our Committee also received the. attached letter from the Byron Advisory Council recommending the appointment of Mr. Wayne Baio. Unfortunately the recommendations of the Aviation Advisory Council, the Byron Advisory Council and Supervisor Torlakson are at odds with each other. Out of respect for Supervisor Torlakson' s right to recommend a candidate of his choice, we are referring, this matter back to the full Board of Supervisors without recommendation so the full Board can determine which candidate should be appointed to represent the interests of the Byron area. m BYRON ADVISORY COUNCIL P.O.Box 454, Byron California 94514 17 October 1990 Contra Costa County Airports 510 Sally Ride Drive Concord, California 94520 Atten: Mr Harold E. Wight Manager of Airports Dear Mr. Wight, It has been brought to our attention the representation on the board, addressing issues of the .Byron Airport, is very light in respect to members of this immediate community and allowing direct input as actual members of the group. we formally request the appointment of two new members to your Airport Committee. 1) We recommend a member of the Byron Advisory Council be a standing appointment. At this time we feel the best qualified to the appointment would be Mr. Wayne Baio. 2) The second member, we feel should be a member at large from the immediate Byron community, preferably adjacent property owners. Upon request, we will provide you with a list of recommendations. Since Byron is our town, we have a major interest in the development of the Airport. Our input should be of great importance to you. At this time we feel a grave discrimination has taken place, simply by not including the immediate community in your plans for our community. Thankyou, in advance, for your immediate response to this situation. Respectfully Submitted, Marty S hultz Cor rgponding Secretary FLAS/ma CC: Tom Torlakson J.
