REPORT ON THE LEVEL OF CONTRIBUTIONS TO THE ANN ADLER FAMILY
SUBJECT: AND CHILDREN'S TRUST AND AB 2994 (BIRTH CERTIFICATE REVENUE)

RECOMMENDATIONS
1. Acknowledge Receipt of the attached report from the staff to
the Family and Children' s Trust Committee (FACT) on the level
of contributions which are projected to be received from the
funds administered by FACT and the level of funding which is
likely to be available for the 1991-92 fiscal year.
2. Remove this item as a referral to our Committee.
BACKGROUND:
On December 18, 1990, the Board of Supervisors approved a report
from the 1990 Internal Operations Committee which requested that
the 1991 Internal Operations Committee check on the progress of
generating revenue for the programs which are recommended for
funding by FACT.
On January 22, 1991, the Board of Supervisors approved
recommendations from the Social Services Director for adjustments
in the payment limits for the contracts funded on the basis of
recommendations from FACT, in order to insure that the contracts
would remain within the available funding levels.
Finally, on February 5, 1991, the Board also approved a. report
from our Committee establishing the priorities for funding for
the 1991-92 fiscal year . from the three funds which are
administered by FACT:

1) The Ann Adler Family and Children' s Trust Fund,
2) The AB 2994 funds received by a surcharge on copies of birth
certificates, and
3) The AB 1733 Child Abuse Prevention Funds from the State
Legislature, which are subject to reappropriation in the
annual battle over the State Budget.
On May 13, 1991, our Committee met with Maridel Moulton, Co-Chair
of FACT, Mary Lou Lucas and staff to FACT, Bill Weidinger. We
reviewed with those present the attached memorandum report from
FACT. We were pleased to see that contributions to the Ann Adler
Family and Children' s Trust are higher in 1990-91 than they were
. in the 1989-90 fiscal year. Unfortunately, revenue from the
birth certificate surcharge is substantially below what it was in
the 1989-90 fiscal year.
While it appears that FACT will have sufficient revenue to
maintain all contracts for the current fiscal year at the reduced
levels approved by the Board on January 22, 1991, it is unlikely
that there will be available in 1991-92 even as much as was
available in the 1990-91 fiscal year.
FACT plans to make their recommendations for funding contracts in
the 1991-92 fiscal year on June 4, 1991. It appears that there
.will be considerable controversy regarding those recommendations
because of the reduced funding which is available and because a
number of agencies were not recommended for funding, while the
agency which provides the Family Preservation Program is
apparently recommended for a substantial portion of the available
funding. This was made clear from comments made by Eric
Hasseltine, on behalf of the Family Stress Center.
Our Committee has asked that each member of the Board of
Supervisors be supplied with information regarding the proposed
recommendations which will be made to the Board on June 4, 1991,
well in advance of that date so each Board member can have
available for review all of the necessary background information
on how the recommendations from FACT were formulated. Beyond
that, there do not appear to be any actions which are required on
the basis of the information we received May 13, 1991, which are
not already in process for action by the Board.

The memo to the Board of Supervisors, dated December 19, 1990
(Attachment A) re the request for extension and payment amendments
for agencies listed and passed by the action of the Board on
January 22, 1991 approving the recommendations as written,
indicated adjustments that were made to the contractors listed and
the amounts of said adjustments.
The contractors were able to continue their services at adjusted
service levels. The FACT Committee would like to applaud the
contractors for dealing with these shortfalls in funds.
At this point in time it appears that the contributions to the AB
2994 (birth certificates) and The Ann Adler Family . & Children's
Trust Fund will total approximately $106,000 (Attachment B) . This
amount coupled with the $220,000 that is expected from AB 1733 will
meet the one-.year funding amounts for the contracts that FACT is
recommending to the Board of Supervisors on June 4, 1991.
However, it should be noted that due to the State budget situation,
it is not yet known if funding from AB 1733 will be passed onto the
counties. If AB 1733 funding in the amount of $200,000 or more
reaches our county then, at this point in time, it appears that
FACT will be able to meet the contracts which we are recommending
to the Board that FACT enter into. If less than $200, 000 from AB
1733 is received by the county, then -FACT anticipates reducing the
contract amount in proportion to the reduced funding from AB 1733 .
AB 651, introduced by Assemblyman Bentley; has proposed that the
birth certificate fee be raised to $9, $6 of which would be
required to be paid to either a county children's trust fund or the
State children's trust fund. Currently, the fee is $7 for a copy
of the birth certificate, $4 of which is paid to our county's
children's trust fund. Passage of this bill would increase the AB
2994 funds by approximately $40,000 based on past contributions
from this fund.
FACT is continuing to explore options to increase donations to .The
Ann Adler Family & Children's Trust Fund. One such option is to
contact tax payers who do not receive their tax bill directly
because their tax is included in their house payment.
The FACT Committee has also developed a program monitoring format
which will enable FACT to monitor and assist new contractors in the
upcoming year. The State Department of` Social Services has been
favorably impressed with the program monitoring forms and is
considering using them . in lieu of the current forms the State
requires.

FINANCIAL IMPACT:
None. The two funding sources, AB 2994 'and Ann Adler funds , do
not require a County Match.
BACKGROUND:
The Agencies provide counseling to families with problems that if
left unattended, will result in children being removed from their
homes and placed in foster homes or institutions.
The contract for January through December 1990 could not be
funded at the contracted level because of revenue short-.falls ,
birth certificate money, ' and tax donations . Therefore, the FACT
Committee in conjunction with these contractors received
,./objntary cut-backs which were taken into consideration in the
now payment limits . Because of some voluntary cut-backs , some
aycncier received a decrease instead of an increase .
