THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
DATE: May 21, 1991
MATTER OF RECORD
---------------------------------------------------------------------
---------------------------------------------------------------------
SUBJECT: Proposed change in name of Ostrosky Drive, Ostrosky Place
and Ostrosky Court to Heritage Oaks Drive, Heritage Oaks Place and
Heritage Oaks Court, in the Alamo area.
The Board on April 23 , 1991 adopted Resolution No. 91/255
declaring its intention to change the name of Ostrosky Drive, Ostrosky
Place and Ostrosky Court to Heritage Oaks Drive, Heritage Oaks Place
and Heritage Oaks Court, in the Alamo area, and fixing this date and
time for hearing.
The Public Works Director reviewed the petition for name change
and Resolution 78/612 setting forth the Board' spolicy for name
changes. The Public Works Director recommended the name change
proceed.
Supervisor Schroder reviewed the petition and the procedure. He
noted originally he believed there were enough signatures in favor of
changing the name to warrant Board action, but that he had just
received written communication from some of the residents withdrawing
their names from the petition. Supervisor Schroder advised that it
would be his intention to deny the name change at this time.
The Chair declared the hearing open and the following appeared to
speak:
Janet Haro, 2375 Ostrosky Drive, Alamo, suggested that everyone
except the Ostrosky family favored the name change. She expressed
great surprise that there had been written communications withdrawing
support and that she felt that, as the neighborhood representative,
she should have been informed.
William Hahnel, 2387 Ostrosky Drive, Alamo, commented on the
problems he believed would result from changing street names, and that
after having the existing names for 17 years, he did not believe there
was sufficient reason to change them.
Peter Ostrosky, 26 Ostrosky Court, Alamo, developer of Boundary
Oaks, urged the Board not to change the names.
Diane Leventhal, 121 Ostrosky Place, Alamo, suggested that even
Board members seemed to have difficulty in pronouncing the name
Ostrosky, and that it is quite confusing to her family' s international
correspondents. She commented that there was 100 per cent of residents
on Ostrosky Place who wanted to change the name.
Sonja Hahnel, 2387 Ostrosky Drive, Alamo, suggested everyone knew
the name of the street when they purchased their houses, and that her
children have never had a problem with the street name, nor had there
been problems with fire, police and ambulances responding to calls on
the street. She suggested that 20 per cent of the residents on her
street did not want to change the name.
There being no further speakers, the Chair declared the hearing
closed.
Supervisor Schroder noted that it appears that the majority of
residents on Ostrosky Place were in favor of the name change, but that
it seems to make better sense to change the court and place to the
same name as the drive. He noted that he would file with the Clerk
the petitions he had received.
Supervisor Torlakson agreed with the comprehensive integration of
the name of the drive, place and court as suggested by Supervisor
Schroder. He noted that the people he talked to indicated that they
desired input into any name change in the future.
Supervisor Schroder moved to deny the name changes without
prejudice. The motion was seconded by Supervisor McPeak. The Board
thereupon adopted Resolution 91/334, denying, without prejudice, the
proposed name changes.
