SUBJECT: Approve the allocation of up to $50,000 in County Service Area
funds to Alamo Elementary School as recommended by the R7A
Advisory Committee.

RECOMMENDATIONS
Authorize the allocation, of up to $50, 000 to the Alamo Elementary.
School for the purchase and installation of playground equipment.

BACKGROUND/:REASONS FOR RECOMMENDATIONS
During the late Summer and Fall of 1990, the CSA R7A Advisory
Committee worked with school district staff to ,select replacement
playground equipment, at the Alamo School site. The District had
requested funding from R7A to replace old wooden equipment that had
fallen into disrepair and for safety reasons, had to be removed
because much it had simply rotted away. The School District had at
.the time of their request exhausted all other avenues of funding
for 'the playground equipment. Study meetings were held with R7A
Committee Members, School District Director of Service Operations,
PTA members, and parents. Various types of equipment were
considered during these meetings and study sessions. Since the
Alamo School site is .utilized year-round by the community for
soccer, little league and individual families, a "model" playground
system was developed. This "model" offered a durable, longlasting
design that was , both attractive and-=made maximum use of the
proposed installation site. The School bistrict estimated the
equipment would cost approximately $31, 000 and installation would
run another $31, 000. On March 27, 1991, the R7A Committee voted to
fund the project. The School District bid the project in April
based on the "model" worked out as a result of muc community
input.

BACKGROUND/REASONS FOR RECOMMENDATIONS - Cont.
On May 1, 19911 the District received a bid in the amount of
$31, 047.96 for equipment and $8,700 for installation. The District
will do the site preparation work, including concrete work and
ground cover installation for "cost" at $6, 325. The total cost of
the playground equipment installed with District staff review and
in-kind labor contribution is $46, 072 .96. This cost is well below
the original. estimate of $62, 000.
Mr. Walter Foskett wrote a letter of appeal dated April 8, 1991
regarding the County Service Area R7A Committee's unanimous
recommendation to allocate up to $50, 000 of Service Area funds
towards the purchase of playground equipment for the San Ramon
Valley Unified School District at the Alamo School site.
The participation of County Service Areas, and School Districts in
jointly funded recreational projects is not a new concept in this
County. Considerable community input since late last summer
resulted in the R7A Advisory Committee recommending funding on
March 27, 1991, in support of. the Alamo Elementary School
playground project. Staff and R7A Advisory Committee members have
received letters of support from concerned parents. The equipment
selected is the same quality and manufacture as that recently
installed in the Discovery Bay Park. Staff has received many
favorable comments from local residents utilizing the Discovery Bay
playground equipment.
