SUBJECT: AWARD CONTRACT FOR SECURITY SERVICES
I. RECOMMENDED ACTION:
AWARD contract for the provision of security services at CA011005, E1 Pueblo,
Pittsburg, to Hardister Industrial Security, as the lowest bidder at $11.20 per hour
for armed guards and $10.10 per hour for unarmed guards, as recommended by the
Advisory Housing Commission.
II. FINANCIAL IMPACT:
Funding for this security contract is available through the Comprehensive
Improvement Assistance Program.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The security services contract between the Housing Authority and Security
Against Crime will terminate on May 31, 1991. In order to assure continued security
services at E1 Pueblo in Pittsburg, a Request for Proposal was issued on March 18,
1991. Additionally, on March 18 and 19, 1991, a Request for Proposal was publiced in
the Contra Costa Times.
On April 29, 1991, the Housing Authority opened bids for the provision of
security services at E1 Pueblo, CA011005, Pittsburg. The lowest bidder is Hardister
Industrial Security, 1624 Sonoma Boulevard, Vallejo, CA 94590. The bid package from
Hardister was checked and all specifications have been met.
At its Regular Meeting on Monday, May 20, 1991 the Advisory Hosuing Commission
voted to recommend award of the bid for provision of security services at El Pueblo
to Hardister Industrial Security at $11.20 per hour for armed guards and $10.10 per
hour for unarmed guards.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not .approve the award of contract to
Hardister Industrial Security, the residents of El Pueblo, Pittsburg, would be
deprived of security services which afford them decent, safe living conditions.
