Approve Notice and notification procedures for the proposed Riverview Fire Protection District benefit assessment increase. REASONS FOR RECOMMENDATION/BACKGROUND: On April 13, 1991, your Board approved the report of the County Administrator which recommended an amendment to the Riverview Fire Protection District's Five Year Financing Plan and an increase in the annual benefit assessment from. $15 per unit (single family residence) to $39 per unit. Multiples of the $39 unit assessment fee will be applied to other types of structures. In 1987, the Board approved a benefit assessment in the amount of $15 per unit for the Riverview Fire , Protection District to fund the addition of eleven firefighters to staff' the new station 88 in Antioch. Because of increased salary and benefits increases and. other operating cost increases, the $15 fee is no longer adequate to fund station 88 staffing. The. proposed benefit _assessment increase provides for the continued funding of station 88. The amendment- to the. Five Year .Financing Plan provides for a new station in Pittsburg. The new station is needed to maintain adequate response time throughout the District. The new station is in the final design stages and is expected to be operational in early 1992. Accordingly, -it will be necessary to hire an additional eleven firefighters. The proposed benefit assessment increase will fund these new employees as well as some support staff and certain other operating costs. Your Board also directed the initiation of procedures leading to the adoption of the assessment increase. The procedures require that notices be mailed to all property owners in the District notifying them about the proposed assessment increase and the hearing on the matter scheduled for June 11, 1991. The notices will be mailed first class in window envelopes with the District's return address and the statement "Important Notice" printed on the envelopes, An example of the notice is attached for your review and approval. In addition to the mailing, the notice will be . posted in at least three public places within the District and published in local newspapers. Such assessments 'can only be levied after certain procedures are followed, including the holding of a public hearing on the subject. In order to propose such assessments, ' a fire district must develop evidence that the present resources used to provide fire suppression services are over-extended and inadequate. The fire district that serves you has prepared various, reports and plains which indicate that it cannot provide emergency services to all areas of the district . within reasonable time standards due. to' lack of fire stations, apparatus and personnel. Despite the significant growth in homes, apartments_, commercial and office buildings, the district has added only one fire station in the past fourteen years. The district has prepared specific plans for addressing the problem. Included are provisions for new and relocated firestations In 1988 the district utilized fees placed on new construction (development) to provide fire station facilities in the City of Antioch . The Firefighters staffing this station are financed by assessment fees. Without the assessment fee, the district cannot continue to operate this station. In 1992, an additional fire station will be constructed in the City of Pittsburg using new construction (development) fees. There is, however, no realistic way to finance the -cost of the additional Firefighters required to staff this new station without the proposed assessment. The proposed Assessment Fee will provide for the operation of both fire stations. The Riverview Fire Commission, with representation from the Cities of Antioch and Pittsburg, industrial businesses and the unincorporated areas of the Fire District, has approved the Fire Station Plan and the proposed Fire Suppression Assessments. Presented below are a few samples of proposed annual assessments for various types of property. Under state law, the amount of the assessment must be related to the relative fire risk represented by each type of property.
