SUBJECT: Request for County 5 mph Speed Zone - Old River

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) 1k BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION
Not approve the installation of a boat traffic 5 mph speed
zone in Old River on the east side of Coney Island.
II . FINANCIAL IMPACT
None.
III . REASONS FOR RECOMMENDATIONS/BACKGROUND
In October, 1990 , Kueldsen-Sinnock & Associates, Inc. , 1113
West Fremont Street, Stockton, CA 95201-0844, ( 209 ) 946-
0268, requested that the Board of Supervisors establish a 5
mph speed zone east of Coney Island in Old River (southeast
county area) . On November 27, 1990, the request was placed
on the Board' s Agenda ( 1. 139) . The matter was referred to
the Sheriff ' s Department.
In January, 1991 , the Marine Patrol -Unit reviewed statistics
for the area. In the following months the unit surveyed the
area. The speed zone had been requested because a private
dock was being installed.
The following reasons for rejection are listed below:
1. The area is not heavily trafficked by boaters.
2. Present state law ( 655. 2( 3 ) Harbors and Navigation
Code) would require boaters to slow down to 5 mph when
they are 200 feet from the dock when a boat is
attached.

3 . In the last four ( 4) years we have not had any reported
accidents at this location. San Joaquin County
Sheriffs worked one near by, but it involved negligent
operation and water skiing at night.
4. The dock is off to the side in a small lagoon area
which does not affect boating traffic.

None.
