SUBJECT: Work Performance Agreements with Pacific Gas and Electric Co. for Willow Pass Road
Widening Project

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
A. AUTHORIZE the Chair of the Board of Supervisors to execute the Work Performance
agreements between Contra Costa County and Pacific Gas and Electric Co. (PG&E).
B. APPROVE payment of$5,234.00 and $29,622.00 to PG&E for connection of underground
facilities and installation of luminaries.
C. AUTHORIZE the Auditor-Controller to issue two checks in said amounts payable to Pacific
Gas and Electric Company to be forwarded to the Road Engineering Division for delivery.
II. Financial Impact:
These costs have been identified as part of the Willow Pass Road widening project and will be
paid for by the West Pittsburg Area of Benefit.
III. Reasons for Recommendations and Background:
On July 10, 1990, the Board of Supervisors approved the Willow Pass Road Widening Project
in West Pittsburg. The project consists of widening Willow Pass Road from two to three lanes
to a five lane road with sidewalk on the south side.

On June 6, 1989, the Board of Supervisors approved Underground Utility District No. 25 along
this same stretch of Willow Pass Rd. in West Pittsburg.

When the overhead utilities are relocated underground, new street fighting has to be provided.
Street lighting is a non-reimbursable cost under the Rule 20A Undergrounding Program. The
cost of the lighting has been included in the widening project.
Originally, the luminaires were to be installed at our cost with the widening project. This would
have created a three to six month period with no street lighting. -Due to public safety, PG&E has
agreed to install the luminaires at an earlier date. This board order will provide for payment for
the luminaire installation and other miscellaneous connection charges.
IV. Consequences of Negative Action:
If the agreement is not executed and payment made, street lighting will not be provided along
Willow Pass Road in West Pittsburg.
