MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: May 21, 1991 SUBJECT: BOARD REFERRAL DATED May 21, 1991, - BAILEY ROAD, WEST PITTSBURG SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: Accept the following report, retain the existing bicycle lanes and no parking restrictions on Bailey Road and direct the Public Works Director to send a copy of this report to William Filbeck, West Pittsburg Municipal Advisory Council. II. Financial Impact: None, unless the Board of Supervisors directs the Public Works Director to remove the No Parking signs and bicycle lane markings on Bailey Road, which would cost approximately $3,000. III. Reasons for Recommendations and Background: On February 5, 1991, the Board of Supervisors referred a letter from William Filbeck, President, West Pittsburg Municipal Advisory Council, objecting to the recent installation of bicycle lanes and "No Parking" signs on that "portion of Bailey Road between Willow Pass Road and Canal Road in West Pittsburg, to Public Works for investigation and report. Recently, the Board of Supervisors authorized the Community Development Department to develop a Countywide Bikeway Plan in conjunction with the County General Plan. This plan is being developed in cooperation with other local agencies and bicycle groups and coalitions. Reasons for Recommendations and Background: (Cont.) maintenance of bicycle facilities and to incorporate consideration of the needs of bicycles in the everyday planning activities of public agencies. The Public Works Department has been implementing the goals of the Bikeways Plan by incorporating bicycle lanes in County road projects when appropriate. The portion_of Bailey Road between Willow Pass Road and State Highway 4 provides access to local residential areas, schools and local commercial areas. In addition, BARTD is planning to extend its rail line from Concord to West Pittsburg with a station at State Route 4 at Bailey Road. The Public Works Department has applied for outside funding to supplement local funds to implement bicycle facilities along portions of Canal Road, Willow Pass Road, Bailey Road and Evora Road. The Public Works Department has been successful in obtaining some outside funding because the Department has made certain commitments to complete the construction of bicycle lanes along the four above mentioned roads. For all of the above reasons, and the fact that the Board of Supervisors supports bicycle lanes, the Public Works Department included the marking of bicycle lanes on Bailey Road in conjunction with the recent road widening project between Willow Pass Road and Canal Road. Unfortunately, this new portion of Bailey Road is not wide enough to provide both bicycle lanes and on-street parking. For this reason, it was necessary to prohibit all on-street parking in order to provide safe and legal bicycle lanes. The Public Works Department is sympathetic with the local residents loss of on-street parking, however, the existing bicycle lanes are a benefit to the community at large and they are in keeping with the County's desire to expand bicycle facilities within the County. IV. Consequences of Negative Action: If the bicycle lanes are removed, bicyclists will not have a safe dedicated portion of the pavement for their use on Bailey Road. Also, removal of bicycle lanes from Bailey Road could jeopardize the County's future success in obtaining outside funding to implement additional bicycle lane projects in the West Pittsburg area.
