Sewer Connection Fees

RECOMMENDATION ACTION
EXECUTE sewer connection fee agreement with and AUTHORIZE payment of the initial sewer
connection fee to the West Contra Costa Sanitary District to provide service for the
West County Justice Center.
FINANCIAL I"ACT
There is no financial impact beyond that already planned and budgeted as part
of the West County Justice Center project budget. The fees total
$461,732.70.
REASONS FOR RFrA*ffU=ATION/BACKGROUND
The West County Justice Center site is within the West Contra Costa
Sanitary District. As such, this district has exclusive jurisdiction for
providing sewage treatment and disposal. The connection fee was developed in
negotiations between the County and the District. Based on water usage data from the
Martinez Detention 'Facility, the fee was established using 123 gallons per day per
inmate times 560 inmates. This is equivalent to the connection fee for 306 single
family residences. If the detention facility expands beyond an inmate population of
560, the County will be responsible for purchasing the incremental connection increase
using this same formula adjusted for inflation. The facility's inmate population
statistics will be provided to the District every six months
