MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: May 21, 1991 SUBJECT: Approve the Consulting Services Agreement for the Design ;of the State Route 4/Bailey Road Interchange. Project No.: 4660-6X4159 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: Approve and Authorize the Public Works Director to sign the Consulting Services Agreement with Centennial Civil Engineers, Inc. (CCE) to complete the design of State Route 4/13ailey Road Interchange Project in an amount not to exceed $4,230,000. CCE will be limited to a total expenditure of $2,000,000 until further written notice by the Public Works Director: II. Financial Impact: ,. There will be no impact to the County General Fund. All funding for the design phase of the project will come from the CCTA. On March 20, 1991 CCTA approved Resolution 91-07-P in the amount of $2,000,000 for design prior to negotiations with the consultant. On June 19, 1991 CCTA will approve the remaining funds. The CCE contract is $3,850,000. A 10% contract change order contingency, which can only be used with the approval of both the CCTA Executive Director and the Public Works Director, has been added for a total contract payment limit of $4.,230,000 III. Reasons for Recommendations and Background: In November 1988, the Contra Costa County voters approved Measure C, a one-half cent sales tax to fund various transportation improvements within the County. Reasons for Recommendations and Background: (Cont.) project from Willow Pass Road in Concord to at. least Railroad Avenue in Pittsburg, and the BART rail extension from Concord to North Concord and eastern Contra Costa County are included in the Expenditure Plan approved by the voters. This agreement will hire and bind CCE to perform the professional services to complete the design of the State Route 4/13ailey Road Interchange in West Pittsburg. CCE is one of twenty-two consulting firms which showed interest in completing the project design. The interview panel consisted of representatives from Caltrans, Bay Area Rapid Transit District, Contra Costa Transportation Authority, City of Pittsburg and the County. The twenty-two firms were shortlisted to six firms based on their submittal of qualifications. The six shortlisted firms were then invited to an interview. The panel then selected CCE as a result of their presentation. The County will administer the design contract for the project with Caltrans providing oversight. The project design (to Caltrans standards) is to be completed by July 1992. The project schedule calls for construction to be started by Spring 1993 in order to meet BART's commitment to have the East County extension in operation by 1997. Caltrans will administer the construction of the project. IV.
