MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: May 21, 1991 SUBJECT: Approve Bicycle Map of the East Bay Project, CP# 91-33 Project No. 0662-6R4166-91 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: A. APPROVE the Bicycle Transportation Map project to be prepared and managed,by the East Bay Bicycle Coalition (EBBC). B. FIND that the project is not subject to California Environmental Quality Act (CEQA) pursuant to Section 15061 b) (3) of Section 3 of the CEQA Guidelines; C. DIRECT the Director of Community Development to file Notice of Exemption with the County Clerk; D. DIRECT the Public Works Director to arrange for the payment of the $25.00 handling fee to the County Clerk for filing the Notice of Exemption. II. Financial Impact: The estimated project cost is $15,000 and will be 100%funded by TDA Article 3 Funding. There will be no impact to the County General funds. 111. Reasons for Recommendations and Background: On December 11, 1990 the Board adopted a resolution authorizing the submittal of four bicycle/pedestrian project applications to the Metropolitan Transportation Commission (MTC) for TDA Article 3 funding. The Bicycle Map is one of three County projects to receive funding. Reasons for Recommendations and Background: (Cont.) Contra Costa County originally submitted the application on behalf'of the EBBC. The map will show suggested bicycle routes, paths and off-road trails and information on access to bridges and public transportation, in central and eastern Contra Costa County. The project has been determined to not be subject to CEQA pursuant to Section 15061 b) (3) of Section 3 of the CEQA Guidelines. It can be seen with certainty that there is no possibility that the project will have a significant effect on the environment. IV. Consequences of Negative Action: Delay in approving the project may jeopardize the TDA Article 3 Funding by MTC. Y
