MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: May 21, 1991 SUBJECT: REVISION TO PREAPPLICATION FOR FAA GRANT FOR NOISE MONITORING SYSTEM, DRAINAGE IMPROVEMENTS IN SAFETY AREA, A NEW ROTATING BEACON, AND THE CONSTRUCTION OF HELICOPTER OPERATIONAL AREA AT BUCHANAN FIELD AIRPORT (AIP NO. 3-06-0050-07) SPWIFIC ROCIUM(S)OR IW"Mi WMAMON(S)&BACKGROUND AND JUS-MCAMON I. Recommended Action: AUTHORIZE the Public Works Director to sign a revised preapplication to the FAA for noise monitoring system, drainage improvements, a new rotating beacon, and the addition of a helicopter operations area at Buchanan Field Airport. II. Financial Impact: A revised preapplication adds $439,421 to the project ($395,479 FAA; $43,942 Local). The total project will now be $957,479 ($861,731 FAA; $95,748 Local) 111. Reasons for Recommendations and Background: On February 27, 1990 the Board authorized the Public Works Director to submit a preapplication to the FAA for the Noise Monitoring system, drainage improvements, and a new rotating beacon at Buchanan Field Airport. This was subsequently revised in the dollar amount on March 20, 1990 adding $8,843 to the original project. Additional entitlement funds have accrued to the airport prior to the start of this project. This will add only the taxiways leading to the area and the helipad and roads. In addition, the FAA has agreed to fund the noise monitoring system at 90% instead of the 80% previously anticipated. The helicopter area is being built in anticipation of an eventual helicopter FBO being developed on this site along with the emergency services area. The development of the access to these areas and the associated helipad will enhance the ability for private developers to complete the remainder of the area at a future time.
