SUBJECT: CORRECTION OF DECEMBER 12, 1989 BOARD ORDER PREAPPLICATION FOR
$11,935,800 FEDERAL GRANT FOR EAST CONTRA COSTA COUNTY-BYRON AIRPORT,
PROJECT NO. AIP 3-06-0008-04 AND SUBSEQUENT
SPECIFIC REQUESr(S)OR RECOMIVI MATION(S)&BACKGROUND AND JUSIMCATION
I. Recommended Action:
APPROVE correction to December 12, 1989 Board Order. The basic information was correct
but the December 12, 1989 Board Order stated that it replaced the June 16, 1986 preapplication
for funds. The December 12, 1989 request was in addition to the June 16, 1986 request.
II. Financial Impact:
The local share of the combined total of these two applications is $2,028,200.
111. Reasons for Recommendations and Background:
The June 16, 1986 Preapplication was utilized. for land acquisition. The December 12, 1989
Preapplication is being utilized for land acquisition plus engineering and the initial phases of
construction. A specific breakdown of projects follows:
The AIP "02" project was in the total amount of $2,970,447 and was utilized entirely for land.
There are two parcels remaining in this project to be acquired and it is anticipated this project
will be closed out by July 1991.

The AXP "03" project was in the total amount of$2,222,222. This project also was entirely for land.
All fee parcels have been acquired under this project. This project, however, also includes
conservation easements and these are anticipated to be acquired at a later date. This project will
remain open until the conservation parcels have been completed. This will not occur prior to the
end of 1992.
The AXP "04" project was for a total project cost of $3,460,000. Approximately $2,000,000 of this
is being utilized for land acquisition. The remaining amount is being utilized for engineering,
environmental, and construction.
The AIP "05" project is in the process of being funded by the FAA. It is anticipated that this grant
will be about $3.2 million. It will be used entirely for construction. Additional construction grants
are anticipated on an annual basis for up to four additional years to complete construction.
As currently projected the total cost of land plus the first three phases of construction will be
$20,282,000 for the Byron Airport. Of this amount the federal share will be $18,253,800. The local
share will be $2,028,200.
There are additional items of work which are not eligible for federal funding. These items include
such things as domestic water, sanitary, some building construction and some of the road work.
These issues will be addressed at a later date.
Ground breaking at Byron is currently projected to be April, 1992.
