SUBJECT: Action Plan Consultant for East Contra Costa County
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize the Chair of the Board of Supervisors to sign a contract
with DKS Associates to serve as Action Plan Consultant for East
Contra Costa County, for an amount not to exceed $225, 000.
FISCAL IMPACT
There will be no impact to the County General Fund. The cities of
Antioch, Brentwood and Pittsburg and the County have entered into
a funding agreement with the Contra Costa Transportation Authority
which will provide Measure C funds to support development of an
Action Plan for East Contra Costa County. This funding agreement
provides adequate funding for transportation planning consultant
services proposed by DKS Associates.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Measure C requires the regions in the County to participate in an
ongoing cooperative multi-jurisdictional planning process by
preparing Action Plans for Routes of Regional Significance to
reduce traffic congestion.
At the April 2, 1991 meeting, the Board of Supervisors approved two
inter-agency agreements between the County, the cities of Antioch,
Brentwood, and Pittsburg, and the Contra Costa Transportation
Authority. The first agreement was-;--a Joint Exercise of Powers
Agreement (JPA) between the County and the Cities which established
the existing TRANSPLAN Committee as the Regional Transportation
Planning Committee for eastern Contra Costa County with
responsibility for preparing an Action Plan.

The JPA designated the County as the Project Manager for
preparation of the Action Plan. The second agreement was a
cooperative funding agreement between the CCTA, the cities and the
County in which the CCTA will provide Measure C funds to develop an
Action Plan.
On March 21, 1991, with approval from the TRANSPLAN Committee, the
Community Development Department released a Request For Proposals
(RFP) seeking consultant services to prepare an Action Plan for
East County. The RFP was mailed to forty (40) consultant firms
located in the Bay Area representing a mix of disciplines, that
included transportation/traffic engineering, land use planning, and
economics/public finance. A total of six consultant team proposals
were submitted by the April 12th due date.
The six consultant proposals were reviewed by a selection panel
composed of staff from Antioch, Brentwood, Pittsburg, Tri-Delta
Transit, Contra Costa Transportation Authority, and the County.
Interview sessions were conducted with each of the six consultant
teams. Based on both their written proposal and interview, the
selection panel ranked first DKS Associates, in association with
Recht Hausrath & Associates, Napthali Knox & Associates, Wiltec,
and Environmental Science Associates. The selection panel 's ranking
was based on 1) experience, expertise, and qualifications of the
DKS team; 2) knowledge and understanding of the problems and issues
facing East County; 3) DKS team project manager; 4) transportation
modelling capabilities; 5) cost and schedule; and 6) meeting the
2.7% DBE goal
At its May 9, 1991 meeting, the TRANSPLAN Committee reviewed the
selection panel 's recommendation and approved the DKS Associates
team to serve as Action Plan Consultant for East County.
CONSEQUENCES OF NEGATIVE ACTION
Should the Board of Supervisors reject this request, preparation of
an Action Plan for East Contra Costa County would be significantly
delayed.
