Add two additional seats to the Child Care Task Force for parents, bringing the total number of seats for parents to six. B. Add one additional seat to the Child Care Task Force to represent the Head Start Program. C. Authorize the Chairman to send letters to each member of the Task Force and each alternate advising each of them of their appointment and urging them to attend each meeting of the Task Force. D. : Request the County Administrator' s Office to ask the Superintendent of Schools to ask that the County Board of Education appoint one of their members to represent the interests of education on the Child Care Task Force.. E. Appoint the following individuals to the Child Care Task Force which the Board, on April 23 , 1991, agreed to create, in the categories indicated and representing the agencies indicated: 1 . Contra Costa Mayors' Conference - Four seats for elected members, representing East, Central, South and West County. To be selected by the Mayors' Conference. Because of the process which is required by the Mayors ' Conference, they were unable to make appointments at their May 21 1991 meeting. The Council of Churches has indicated that it will make a nomination within a few days. 20. Building Industry Association - One seat. To be nominated by the organization, screened by the Internal Operations Committee and appointed by the Board of Supervisors. Nomination still pending. 21. Foster Parents Association - One seat. To be nominated by the organization, screened by the Internal Operations Committee and appointed by the Board of Supervisors. Nomination still pending. 22 . Delta 2000 - One seat. To be nominated by the organization, screened by the Internal Operations Committee and appointed by the Board of Supervisors. For Profit Child Care Centers - One seat. Applications were solicited by the Contra Costa Child Care Council through its publications. All applications were screened by. the Internal Operations Committee and are to be appointed by the Board of Supervisors. Applications were solicited by the Contra Costa Child Care Council through its publications. Child Development Specialists - One seat. Applications were sought by the Contra Costa Child Care Council and through word of mouth. All applications have been reviewed by the Internal Operations Committee and are to be appointed by the Board of Supervisors. Known providers of services to children with special needs were asked to submit nominations. In addition, applications from individuals were accepted, reviewed by the. These seats are to include service clubs, AAUW, League of Women Voters. and community-based organizations like UCSSO, etc. Nominations were solicited from all identified service clubs and a wide variety of other individual organizations. All applications have been reviewed by the Internal Operations Committee and are to be appointed by the Board of Supervisors. Parent Teacher Associations/Parent Clubs - One seat. Nominations have been solicited from individual organizations as well as the 32nd District PTA. Nomination is pending. 32 . Representatives of the Education Community: Request that the County Board of Education designate one of their members to represent their interests on the Child Care Task Force. BACKGROUND: On April 23 , 1991, the Board of Supervisors agreed to create a Child Care Task Force to prepare and recommend to the Board of -7- Supervisors a plan which complies with applicable state and federal law and will determine how some $3 + million of new federal child care funds will be spent in Contra Costa County. Every identifiable organization which might have any interest in child care has been contacted and provided an opportunity to submit a nomination. An article appeared in several newspapers which generated several applications, particularly from parents. Nearly 100 applications have been received and reviewed by our Committee. We are recommending appointments to most of the seats today. Several organizations, including the Mayors' Conference, have yet to submit their nominations.. Recommendations for appointments to the remaining seats will be forwarded to the Board of Supervisors for action as they are received. Our Committee will now proceed to meet with the other members of the Child Care Task Force, planning to return to the Board of Supervisors on July 23, 1991 with a completed plan for the use of the federal child care funds. -8-
