THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on May 14, 1991 by the following vote:

SUBJECT: Hearing On Proposed Amendment To The County General Plan
Gertrude Avenue, North Richmond Area.
This is the time heretofore noticed by the Clerk of the Board of
Supervisors for hearing on the recommendation of the Contra Costa
County Planning Commission on a proposed amendment to the County
General Plan (County File #12-89-CO) . The project consists of an
amendment to the County General Plan for an approximately 10 acre
parcel located north of Gertrude Avenue, immediately east of the
Richmond Parkway in the North Richmond area. The proposal is to
redesignate the site from Commercial to Single Family Residential High
Density which will allow up to 62 home sites on the property under
this designation.
James Cutler, Community Development Department, presented the
staff report on the proposed amendment, describing the site, the
proposed density, and the Planning Commission recommendation.
Supervisor Powers requested clarification on the issue of
opposition from the City of Richmond to residential development on
this site.
Mr. Cutler responded that he had no knowledge of an official City
of Richmond position on the project, but that individual Council
members had expressed concerns.
The public hearing was opened and the following persons appeared
to speak:
Ed Hegarty, owner of adjacent property, representing John Canepa
and Harry Costa, Richmond, spoke in opposition.
Supervisor Powers requested clarification on the environmental
evaluation process.
Mr. Cutler responded to Supervisor Powers ' request, commenting on
the process involved.
Tom Da Rosa, 3111 11th Street, San Pablo, spoke in favor of the
proposed project and the proposed General Plan amendment.
Donald Hampton, 54 Crystal Circle, Hercules, spoke in favor of
the proposed amendment.
Joseph Barrett, 320 Grove Avenue, North Richmond, spoke in favor
of the expansion of housing in North Richmond and increasing
development in the area.
The Chair read a card from the following person:
Harry Costa, 221 Gertrude Avenue, Richmond, commenting on the
narrowness of Gertrude Avenue and traffic.
Supervisor Powers requested clarification from staff on what
additional procedures the proposed project would have to go through to
address some of the issues and what is the timing of those procedures.

Mr. Cutler responded to Supervisor Powers ' request, commenting on
the process involved.
The public hearing was closed.
Supervisor Powers commented on the difficulty of dealing with the
transition issues involved and he requested a week' s delay in making a
decision on this matter to allow time to go out to the property and to
check with staff as to whether Mr. Hegarty' s concerns can be addressed
in the Planned Unit Development process.
Supervisor Schroder seconded the motion and indicated that he
also would like the time to see the property.
IT IS BY THE BOARD ORDERED that the decision on the proposed
amendment to the County General Plan for a parcel located north of
Gertrude Avenue, North Richmond area, is DEFERRED to the May 21 , 1991
Determination Calendar.
