SUBJECT: Central Sanitary District Solid Waste Collection Rates SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS AUTHORIZE the Chairman, Board of Supervisors to transmita letter to the Board of Directors, Central Sanitary District requesting verification that the FY 91-92 solid waste collection rates for the unincorporated areas will not include any charges for AB 939 planning activities. BACKGROUND/REASONS FOR REQUEST Over the past year, the Central Sanitary District has handled the AB. 939 planning responsibilities for the cities of Lafayette, Danville,. Orinda and, ,; Moraga. The County performed its own AB 939 planning activities. Central Sanitary District is currently in its rate review process, FY 91-92 solid waste collection rates for Valley Waste Management, Pleasant Hill Bayshore, Inc. and Orinda Moraga Disposal. In the past, Central Sanitary has recovered its previous year's costs for rate regulation and related solid waste activities in the following year's rates. Rates have historically been uniform throughout a local hauler's territory; however, it would not be appropriate for the residents of the unincorporated areas to pay for AB 939 planning activities of the cities. The purpose of the letter to Central Sanitary District would be to communicate the Board's concern for equity in rate setting for residents of the unincorporated areas and to request verification that no _AB 939 planning costs are embedded in the rates for residents of the unincorporated areas.
