THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on May 14 , 1991 by the following vote:
AYES: Supervisors Schroder, McPekk, Torlakson, Powers
NOES: None
ABSENT: Supervisor Fanden

in the County Library. )
The County Librarian has submitted a comprehensive reorganization of existing
classification titles and accompanying salary rates for top level managerial
positions in the Library Department; and,
In submitting this comprehensive classification, staffing and salary revision,
the County Librarian has noted that by its implementation, the Library
Department will be able to provide better public service, enhance its ability
to recruit and retain qualified staff by compensating employees equitably based
upon their levels of responsibility, eliminate management positions without
direct links to public service functions, strengthen administrative controls
and establish more public service-related positions without major cost to the
organization; and,
The County Administrator and the Personnel Director have reviewed these
classification and salary proposals and determined that they are
organizationally appropriate and are consistent with the County's overall
classification and salary structure and have recommended that they be adopted;
NOW THEREFORE:
THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS RESOLVES THAT the following
classification actions are adopted effective on the dates indicated:
1. Establish a management class entitled Deputy County Librarian - Branches
and Extension Services (3AFE) and allocate to the basic salary schedule at
schedule/level C5-2204 ($4114-5001) ; classify one position effective
June 1, 1991.
2. Retitle Head of Central Library (3AFD) to Deputy County Librarian -
Central Library Services (3AFF) and reallocate class from salary schedule
XC-2180 ($3825-4882) to C5-2204 ($4114-5001) effective June 1, 1991.
Reallocation of acting incumbent to be from step 5 to step 4.
3. Retitle Head of Library Technical Services (3AFB) to Deputy County
Librarian - Support Services (3AFG) and reallocate class from salary
schedule XC-2180 ($3825-4882) to C5-2204 ($4114-5001) effective June 1,
1991. Reallocation of incumbent to be from step 7 to step 5.
4. Establish management class of Library Extension Services Manager (3ASD)
and allocate to the basic salary schedule at schedule/level C5-2070
($3598-4374) ; reallocate person (Kennedy) and position #43 from Library
Community Services Coordinator (3ASC) and abandon that class. All actions
effective June 1, 1991. Reallocation of incumbent to be from step 7 to
step 5.

5. Establish management classes entitled Library Youth Services Manager
(3ASB) and Library Adult Services Manager (3ASE) and allocate to the basic
salary schedule at schedule/level C5-2070 ($3598-4374); reallocate person
(Hildebrand) and position #45 from Coordinator of Library Age Level
Services (3ASA) to Library Youth Services Manager; reallocate person
(Wick) and position #25 from Library Supervisor (3AGD) to Library Adult
Services Manager. All actions effective June 1, 1991. Reallocation of
incumbents to be from step 7 to step 5.
6. Establish management class entitled Library Community Relations Manager
(3ASF) and allocate to the basic salary schedule at schedule/level C5-2070
($3598-4374); reallocate person (Baker) and position #44 from Coordinator
of Library Age Level Services and abandon that class. All actions
effective June 1, 1991. Reallocation of incumbents to be from step 7 to
step 5.
7. Retitle Acquisition Librarian (3AGB) to Library Collection Development
Manager (3AGE) and reallocate class from XB-2070 ($3426-4374) to C5-2070
($3598-4374) ; effective June 1, 1991. Reallocation of incumbent to be
from step 7 to step 5.
8. Establish class of Graphics Artist (3PWA) and allocate to the basic salary
schedule at schedule/level C5-1602 ($2254-2740) , classify one 20/40
position. All actions effective June 1, 1991.
9. Reallocate Duplicating Machine Operator (9XVB) person and position #159 to
Reprographics Technician II (9XVD) and transfer person (Weaver) and
position from the County Library Department (Agency 85) to the General
Services Department (Agency 66) . All actions to be effective June 1,
1991.
10. Classify one 20/40 position of Librarian (3AWA); one position of Clerical
Supervisor (JWHF) and one position of Administrative Analyst (APWA). All
actions effective June 1, 1991.
