HomeMy WebLinkAboutMINUTES - 04091991 - S.3 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on April 9, 1991 by the following vote: AYES: Supervisors Fanden, Schroder, McPeak, Torlakson, Powers NOES: None ABSENT: None ABSTAIN: None ------------------------------------------------------------------ ------------------------------------------------------------------ SUBJECT: Job Reductions at Concord Naval Weapons Station The Board received the attached report dated April 9 , 1991 from Supervisor Sunne McPeak, relative to the Navy' s proposed reduction of maintenance and repair operations at the Concord Naval Weapons Station. Supervisor McPeak commented on the Board' s efforts to work cooperatively with the Navy, and recommended that the County' s concerns about civilian job reductions be expressed to the appropriate parties. Steven Roberti, representing the Central Labor Council, commented on the specialized training of the civilian employees, and urged the Board to assist in the efforts to oppose the relocation of the maintenance and repair operations. He referred to the potential safety hazards involved in transporting the missiles on public highways to Southern California, and recommended that the Board communicate, through the County Supervisors Association of California (CSAC) , with the other counties that would be affected by the proposed relocation of jobs and transport of missiles. James Wright, representing the American Federation of Government Employees Local 1931, stated that while the employees do not oppose cost-cutting efforts, they do not agree that the proposed relocation of jobs and maintenance operations would be cost effective, but would have an adverse impact on the surrounding communities and taxpayers. He commented on the safety problems and increased costs involved in transporting the missiles to Fallbrook in San Diego County. Supervisor McPeak moved the recommendations on the attached report and requested the County Administrator' s Office to prepare letters for the Board members ' signatures, urging the Navy to reconsider the proposed move. She also requested that the other affected counties be contacted, through CSAC, and advised of the Board' s position. Supervisor Tom Torlakson seconded the motion and expressed his support of the proposed actions. He stated his support for military cost reductions but noted that the proposed move of certain operations from the Concord Naval Weapons Station does not appear to be cost effective. He recommended that an analysis be requested from the Navy on the expected financial impact of the proposed move. Board members being in agreement, IT IS ORDERED that the following actions are APPROVED: 1) APPROVED recommendations of Supervisor McPeak relative to communicating the Board' s concerns to the Navy and Congressional representatives about the proposed job reductions at the Concord Naval Weapons Station; 1 4- 2) DIRECTED the County Administrator to communicate, through CSAC, with other counties that would be affected by the proposed transfer of missile maintenance and repair operations from CNWS to Southern California; and 3 ) REQUESTED the County Administrator to request an analysis from the Navy on expected cost savings and reasons for the proposed move. cc: County Administrator I h@r@by Gartify that this is a true and correct copy of on action taken r..nd entered on the minutes of the Qoard of Supervisors on the date shown. Support Congressional representatives ' efforts to block job reductions. Communicate our support to the Concord Naval Weapons Station and concerned organizations. BACKGROUND: The Navy has consistently represented the Concord Naval Weapons Station as a key installation for national defense. In consideration of this fact, Contra Costa County has been supportive of the facility and cooperative with the Navy in enhancing the safety of the operations. It is not appropri- ate for the Navy to now move jobs from this area to another installation after all the work that has been done to ensure the ongoing operation of the Concord Naval Weapons Station.
