HomeMy WebLinkAboutMINUTES - 04091991 - H.7 H.7 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on April 9, 1991 by the following vote: AYES: Supervisors Fanden, McPeak, Torlakson and Powers NOES: None ABSENT: Supervisor Schroder ABSTAIN: None --------------------------------------------------------------------- --------------------------------------------------------------------- SUBJECT: Hearing On Rezoning Application 2826-RZ, And Final Development Plan 3048-88 , Brudigam Develoment, In The Walnut Creek Area. This is the time heretofore noticed by the Clerk of the Board of Supervisors for hearing on the recommendation of the Contra Costa County Planning Commission on the request by Brudigam Development, Inc. (applicant and owner) for approval to rezone 0 . 55 acres of land from Single Family Residential District (R-15) to Planned Unit District (P-1 ) ( 2826-RZ) and preliminary development plan, for approval of Final Development Plan 3048-88 for a 14 dwelling unit apartment complex in the Walnut Creek area. Mary Fleming, Community Development Department, presented the staff report on the request before the Board, describing the proposed site, the General Plan designation, the concern relative to the oak tree and access, the need for a variance for the area requirement, the lack of cooperation from the neighbors, and the recommendation for denial from the Planning Commission. Ms. Fleming advised of the staff recommendation that the Board deny 2826-RZ, and Development Plan 3048-88 as recommended by the County Planning Commission. The public hearing was opened and the following persons appeared to speak: Maurice Huguet, P.O. Box 110, Martinez, representing Brudigam Construction, commented on the project and requested that the Board continue the matter for two months to allow for coordination of a plan to develop this property and some of the adjacent properties, and that the Board direct all parties to meet with Mr. Kennedy and other members of the Community Development Department to bring about a tentative overall design for the area. Mr. Huguet advised that he had been in contact with the Redevelopment staff people and they would be willing to informally participate to bring about a solution. Sam Mendes, 2740 Jones Road, Walnut Creek, presented written material to the Board and spoke in opposition to the proposed project, expressing his concern relative to the oak tree. Supervisor Powers commented on the need for comprehensive planning in the area. Supervisor McPeak commented on the need to have people participate in the comprehensive plan and she expressed support for preservation of the oak tree. IT IS BY THE BOARD ORDERED that the hearing on the above matter is CONTINUED to June 11, 1991 at 2: 00 p.m. ; and the issue of comprehensive planning for this area is REFERRED to the Redevelopment Director and the Growth Management and Economic Development Director.
