SUBJECT: Heaing on Rezoning Application #2906-RZ to rezone 12 acres from Heavy
Agricultural District (A-3) to General Agricultural District (A-2)
fronting 393.47 feet on the east side of Eagle Lane, in the Knightsen
area, filed by Mark and Pam Sutliff (Applicant and Owner) APN 015-110-
022) .
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) i BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Accept the environmental documentation prepared for this
project as being adequate.
2. Approve Rezoning Application 12906-RZ as recommended by the
East County Regional Planning Commission.
3. Adopt the East County Regional Planning Commission's findings
as set forth in Resolution No. 16-1991 as the determination
for these actions.
4. Introduce the ordinance giving effect to the aforesaid
rezoning, waive reading and set forth date for adoption of
same.

This is the time heretofore noticed by the Clerk of the Board of
Supervisors for hearing on the recommendation of the East County
Regional Planning Commission on the request by Mark and Pam Sutliff
(applicants and owners) ( 2906-RZ) to rezone land from Heavy
Agricultural District (A-3 ) to General Agricultural District (A-2 ) ' in
the Knightsen area.
Mary Fleming, Community Development Department, presented .the
staff report on the proposed rezoning, describing the site location,
the General Plan designation and the consistency of the proposed
zoning, and the recommendation for approval by the East County
Regional Planning Commission. She advised of the staff recommendation
that the Board accept the environmental documentation for the project
as adequate, approve the rezoning application, adopt the Planning
Commission' s .findings, and introduce the ordinance.
The public hearing was opened and no one appearing the speak, the
public hearing was closed.
Supervisor Torlakson moved approval of the staff recommendation.
IT IS BY THE BOARD ORDERED that recommendations 1, 2, 3 , and 4
are APPROVED; and as in recommendation 4, Ordinance No. 91-21 is
INTRODUCED, reading waived, and April 16, 1991 is set for adoption of
same.
