SUBJECT: Approve Amendment to Purchase Order to Moreno Trenching, Ltd. for the Underground
Utility Construction Project on Willow Pass Road in West Pittsburg area.

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
Approve additional work needed to complete the underground utility construction project on
Willow Pass Road in West Pittsburg area, and Authorize the Purchasing Agent to increase the
original purchase order by an amount not to exceed $39,800.00.
II. Financial impact:
These costs have been identified as part of the Willow Pass Road widening project and will be
paid for by the West Pittsburg Area of Benefit.
Ill. Reasons for Recommendations and Background:
On July 10, 1990, the Board of Supervisors approved the Willow Pass Road Widening Project
in West Pittsburg. The project consists of widening Willow Pass Road from two to three lanes
to a five lane road with sidewalk on the south side.
On June 6, 1989, the Board of Supervisors approved Underground Utility District No. 25 along
this same stretch of Willow Pass Rd. in West Pittsburg.
When the overhead utilities are relocated underground, new street lighting will have to be
provided. Street lighting is a non-reimbursable cost under the Rule 20A Undergrounding
Program. The cost of the lighting has been included in the widening project.

On January 8, 1991, the Board of Supervisors approved the issuance of a Purchase Order for
$65,000 to provide for the County's share of the underground project. The original concept
called for lighting on one side of the road only. In re-evaluating the safety of the road, it was
determined that lighting is needed on both sides of Willow Pass Road. The amendment of the
existing purchase order will provide for the County to pay the contractor for its additional share
of the underground costs that are needed to complete the project.
IV. Consequences of Negative Action
If the agreement is not executed, street lighting will not be provided along Willow Pass Road.
