MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: April 9, 1991 SUBJECT: Approving Plans and Specifications for Palmer Road Reconstruction Project No.: 0662-6R4087-90, Walnut Creek area. CP#90-15 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE the Plans and Specifications for the Project and ADVERTISE for bids to be received on Thursday, May 9, 1991, at 2:00 p.m. DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section 20392 of the Public Contract Code. DETERMINE that the project is a CEQA Class 1C Categorical Exemption, and DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing the Notice of Exemption. AUTHORIZE the closure of Palmer Road to through traffic between Mountain View Boulevard and Walnut Creek city limits for approximately 6 weeks with the exception of emergency vehicles and local resident traffic. II. Financial Impact: The estimated contract cost of the project is $187,900.00, funded by Measure C, Half-cent Sales Tax (77%) and Senate Bill 300-State Transportation Partnership (23%). Reasons for Recommendations and Background: The project is needed to upgrade the road's structural section to meet the existing traffic load. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it is repair of an existing facility with no increase in capacity. The Public Works Director has filed with the Board of Supervisors the Plans and Specifications for the project. The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested party upon request. IV. Consequences of Negative Action: If the project is not approved for advertising, it will not be constructed.
