FINANCIAL IMPACT: Positive. The cost of connection is more than offset by the time saved in having a consolidation of license and insurance information, which will reduce by approximately 35% the number of permit applicants turned away for insufficient information. BACKGROUND INFORMATION: Contra Costa County has participated in a pilot project since March, 1990 in which direct access to Contractors State License Board' s files is permitted. This enables the Building Inspection Department to readily ascertain the currency of contractor license information. This increases service and reduces the number of individuals being turned away. The Contractors State License Board is currently in the process of adding worker's compensation insurance information to their contractor's license file. This will significantly enhance County ability to provide better service. Teale Data Center. It is given with the understanding that the Participant agrees to the following terms and conditions: 1. The CSLB is responsible for developing the procedures, training and administrative guidelines for the use of the License System and providing Participants with license and bonding information. 2. The Participant agrees to provide a safe and secure environment for all user identification and passwords. 3. The Participant's access to the CSLB automated License System will be restricted to the viewing of information contained therein. Any alteration of information contained on the License System by the Participant is prohibited. 4. The Participant understands that the CSLB License data files may not be accurate or complete. Said information is not to be construed as having the legal effect of a certified copy of information or an official certification of license by the State. 5. The CSLB disclaims any liability for actions taken by the Participant based on information obtained from the automated CSLB License data files. 6. The Participant agrees to pay the CSLB each month $.15 per transaction and a $15.00 system management fee, as well as any equipment installation and maintenance fees that are incurred by the Participant. The definition of a transaction is a hit on the ENTER key or a hit on one of the function keys used during a session. An invoice will be sent to the Participant approximately 30 days after the end of the month during which the charges were accrued. The Participant agrees to pay the amount billed on the invoice within 30 days of receipt of the invoice. 7. If the invoice is not paid within 30 days of receipt, a second invoice will be sent to the Participant which will include both current charges and charges in arrears. If the invoice is still not paid at the end of 90 days after the date of the first invoice, a third invoice will be sent indicating all charges due and that the Participant's access privileges to the License System will be terminated if the invoice is not paid within 30 days. 8. The CSLB reserves the right to terminate the Participant's access to the automated License System if it is determined that such access is causing a degraded level of service to the CSLB. 9. The CSLB reserves the right to increase the transaction fee rate, the system management fee. or any additional fees that may be incurred by the Participant's access to the License System if the CSLB's cost to provide this service is increased. If the fees must be increased, the Participant will be given notice of additional cost at least 30 days before. any increased charges are incurred by the Participant. The CSLB, Information Systems Unit will provide the Participants with all procedures and training required to access the CSLB License System via the Stephen P. Teale Data Center.
