SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
Approve and Authorize the Public Works Director to Execute Contract Amendment No. 3 of the
Consulting Services Agreement with Parsons Brinckerhoff Quade and Douglas, Inc., for the
design of State Route 4 Willow Pass Grade Widening and Lowering Project.
11. Financial Impact:
There will be no impact to the County General Fund. Funding for this amendment has been
approved by the Contra Costa Transportation Authority on March 20, 1991. The amount of this
request is $572,000, increasing the Parsons Brinckerhoff contract to $3,731,700.
III. Reasons for Recommendations and Background:
The consultant has identified the following tasks (12 thru 26) which are outside his original scope
of work. This work has been required as part of the project design and has been approved by
the County Staff and the Contra Costa Transportation Authority on March 20, 1991.
(TASK 1, 2 and 3 were covered in Contract Amendment No. 1 and Appendix A-1, dated May
11, 1990. TASK 4 thru 11. were covered in Contract Amendment No. 2, Appendix A-2, B-2 and
C-2 dated December 18, 1990).

TASK 12 REVISE SOUTH RIGHT-OF-WAY
Revise the side slopes on the south side of Route 4 to reduce the right-of-way required for the
project from Station 482+00 to the end of the project. This revision will require extensive
modification to right-of-way,drainage,grading and earthwork balance,and fencing. This revision
will require several alternative designs and earthwork balances. Included is this task is the
revised right-of-way for the wetland mitigation plan.
TASK 13 MODIFY INSIDE SHOULDER
Revise the cross slope of the inside shoulder from a minus 5% to a positive 2% and revise the
median drainage collection system.
TASK 14 WIDEN EVORA ROAD
Modify the design of Evora Road by widening it to the ultimate width of 72/92 between Willow
Pass Road and Pomo Street to the east. This revision is necessary to accommodate a future
widening project anticipated by the County.
TASK 15 ADD BICYCLE PATH
Revise the grading to provide a bench through the fill sections for a bicycle path and add the
fencing and paving of the bicycle path from Willow Pass Road in Concord to Willow Pass Road
in West Pittsburg to the final plans and specifications.
TASK 16 REVISE LOCATION OF BART SUBSTATION
The proposed widening of Evora Road has necessitated that BART move their proposed traction
power substation. This will require revisions to many drawings, the drainage report, and the
earthwork.
TASK 17 MONUMENTATION
Included in the plans, specifications and estimate, monumentation for the detention basin. Also,
file a Record of Survey or Monument Record Map.
TASK 18 ADDITION OF CALTRANS' TRAFFIC OPERATION SYSTEM
Include provisions for Caltrans' Traffic Operations System requirements as a result of the 65 %
Submittal Review. The revisions will include addition of conduit for a telephone communication
line, loop detectors and controllers for all ramps and mainline traffic lanes, and will provide ramp
metering and HOV Bypasses at selected ramp locations.
TASKS 19 ADDITIONAL SETS OF SUBMITTAL REVIEW DOCUMENTS
Provide additional sets of half size and full size plans for the 65%, 100%, and Final PS&Q
Submittals.
TASK 20 REVISE PAVEMENT STRUCTURAL SECTION
Revise and reduce the structural sections of the inside lanes of Route 4 and the left and right
shoulders as a result of discussions with Caltrans.
TASK 21 REVISE EAST PROJECT CONFORM
Adjust the eastern conform of the project to provide for an earthwork balance for both this

project and the adjacent Bailey Road Interchange Project. If additional fill is delivered it will be
used in the BART parking lot.
TASK 22 ADDITION OF UTILITY RELOCATIONS
Provide conduits for future sewer, electric,telephone and CAN companies in Willow Pass Road.
Coordinate with the various utility companies and a developer's consultant to include the utility
plans into the Route 4 Project.
TASK 23 ADDITION OF UNDERDRAIN SYSTEM
Revise the plans to provide for a permeable drainage blanket under the pavement section
through the large cut at the west end of the project. The cut-off trench for the blanket is several
feet lower then the edgedrain in our current design. The profiles of the proposed drainage
systems crossing under this area will have to be revised.
TASK 24 REVISE DRAINAGE DETENTION BASINS
Revise the layout and grading of detention basin A and eliminate detention basins B and C.
Revise the design of the affected drainage systems to accommodate the revisions to the basins.
TASK 25 ADDITIONAL RIGHT OF WAY SERVICES
Provide right-of-way descriptions and appraisal maps for an additional 20 parcels, legal
description for a new easement for the 26' PG&E gas line, legal descriptions for the drainage
basins, legal description for a new easement for the bridge over the Contra Costa Canal, a legal
description for the BART substation site on Evora Road, and a new legal description for the
WAPA transmission line relocation. The original scope of services provided for only 10 parcels.
TASK 26 ADDITIONAL MANAGEMENT AND ADMINISTRATION SERVICES
Provide management and administration of the project for an additional eight weeks. This
includes at least two additional Trend Meetings and other coordination meetings as required.
CONTRACT ADJUSTMENT
In addition to the work described above, adjustments will be made to the current project
payment limit, completion date and milestone schedule.
IV. CONSEQUENCES OF NEGATIVE ACTION
If this Resolution is not approved the design would not be completed and the project would be
stopped. If this construction is not awarded by June 30, 1992, ten million dollars in state
participation funds could be lost.
