SUBJECT: BOW AND ARROW USE, TIDEWATER SAND AND GRAVEL PROJECT SCOPING, FERAL PIG
STUDY, CALIFORNIA-OREGON TRANSMISSION PROJECT, APPOINTMENTS TO FISH AND
WILDLIFE COMMITTEE
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Accept report from the; Fish and Wildlife Committee which
recommends against any kind of ban on bow and arrow.use within
the County.

2 . Refer the Tidewater Sand and Gravel project to the Fish and
Wildlife Committee in order to enable comments to be submitted
regarding scope of project.
3 . Refer the feral pig study currently being conducted at Mt.
Diablo State Park to the Fish and Wildlife Committee for
review.

4 . Request Fish and Wildlife Committee review of the proposed
California-Oregon transmission project as it affects fish and
wildlife issues.
5. Appoint Bob Gromm (as! a member) and John Mass (as an
alternate) to the Fish and Wildlife Committee, as Delta
Advisory Planning Council (DAPC) representatives.

BACKGROUND/REASONS FOR RECOMMENDATIONS
1. On February 5, 1991 the Board referred to the Fish and
Wildlife Committee a letter requesting a ban on bow and arrow

use in the County. After subsequent review, the Committee
recommended that a ban on bow and arrow use should not be
considered further. There is no known documentation which
shows that bow and arrow use is a threat to the public health
and safety, and reports from State Fish and Game show no
injuries or accidents within the County. In addition, archery
i•s a legal, valid recreational activity which is practiced
within the County by quite a number of people. The Fish and
Wildlife Committee recommends the promotion of outdoor
recreation activities wherever possible.
2 . The Fish and Wildlife . Committee has requested that the
Tidewater Sand and Gravel project be referred in order to
provide scoping comments on the proposed project. Tidewater
Sand and Gravel has applied to the County for approval to
operate a commercial 'sand stockpiling and distribution
facility on lands owned by Maritime Business Park.
3 . The Fish and Wildlife Committee has requested this referral in
order to review results !of a study currently ongoing at Mt.
Diablo State Park regarding feral pigs. The Fish and Wildlife
Committee also wishes to provide information if it is so
desired by the State, and it is consistent with County policy.
4 . The Water Committee recommends that the Fish and Wildlife
Committee become involved in an information exchange with the
California-Oregon Transmission Project as it relates to fish
and wildlife impacts and mitigation/monitoring related to a
new electrical transmission line which will run through a
portion of the Delta.
5. The Water Committee has recommended (through a request by
Supervisor Torlakson) that representatives of the DAPC, be
appointed to the Fish and Wildlife Committee in order to more
accurately assess the complex issues and needs of the east
county area. Nominated are Mr. Bob Gromm, chair of DAPC, and
Mr. John Mass, as alternate. Both proposed members reside
within the east county area.
