SUBJECT: STATE WATER CONSERVATION COALITION RESOLUTION ON RECLAMATION AND
CONSERVATION POLICY, TOXIC FISH STUDY, USS POSCO FUNDS FOR WETLANDS
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Reaffirm endorsement of the State Water Conservation Coalition
working statement on water reclamation/reuse and endorse the
working statement on urban water conservation.
2a. Circulate Fish and Wildlife Committee Report (proposed risk
assessment study addressing the effects of pollutants on
certain fish species) to the San Francisco Bay Aquatic Habitat
Institute and the San Francisco Estuary Project for
endorsement.
2b. Endorse Fish and Wildlife Committee Report (proposal for risk
assessment study addressing the effects of pollutants on .fish
species) , and submit as part of the County legislative packet,
after comments are solicited.
3 . Authorize Chair to sign: a letter expressing interest in the
use of USS Posco funds ! for wetlands restoration within the
County, and request that. Posco work with the Fish and Wildlife
Committee on this issue.

BACKGROUND/REASONS FOR RECOMMENDATIONS
1. Lori Griggs, Executive Director for the Committee for Water
Policy Consensus, has requested Board review and endorsement
of two working statements prepared by the State Water
Conservation Coalition,: in a letter to the Board dated
February 8, 1991.

The State Water Conservation Coalition is a joint project
developed by the Committee for Water Policy Consensus and the
Southern California Water Committee. The working statement for
reclamation/reuse and urban water conservation are part of an
ongoing, more extensive Best Management Practices program for
efficient use of existing water supplies throughout the State.
Endorsement of the working statement policies are consistent
with and would further define existing County policy.
Endorsement and implementation of this policy is recommended
by the Water Committee and would be appropriate, given limited
water supplies and a fifth consecutive drought year. The
Board endorsed the Reclamation/reuse working statement on June
13, 1991.
2. The Fish and Wildlife Committee has been working for some time
on a proposal for a risk assessment study to be done by the
State Health Department which addresses pollutant effects on
certain species of fish, :(and subsequently Human consumers) in
the Bay-Delta system. A final draft report was submitted to
the Water Committee during their March 25, 1991 meeting. The
Water Committee recommends that the above-mentioned
organizations be contacted for endorsement and comments on the
proposed study, and that the Fish and Wildlife Committee
report be included in the County's legislative packet.
3 . The Fish and Wildlife Committee has reported to the Water
Committee that USS Posco has agreed to a donation of $250, 000
to the Trust for Public Lands for wetland restoration/
improvement projects. The Water Committee recommends that the
County communicate our: interest in wetlands restoration
projects within the County, and that the Fish and Wildlife
Committee work with USS Posco and the Trust for Public Lands
on this issue.
