SUBJECT: CONTRA COSTA WATER DISTRICT REVIEW OF GENERAL PLAN, EMERGENCY DROUGHT
ORDINANCE FOR CONSTRUCTION USE OF RECYCLED WATER, PROPOSED AMENDMENT
TO WATER CONSERVATION LANDSCAPE REQUIREMENTS

RECOMMENDATIONS
1. Authorize Chair to sign a letter to the Contra Costa Water
District formally requesting water district review of the
County General Plan for consistency with water district
capabilities to providewater supply to new developments.
2 . Direct the Community Development Department to meet with
interested agencies, revise the proposed drought ordinance for
construction use of recycled water and submit to the Board.
3 . Direct the Community Development Department to circulate the
proposed amendment to . the Water Conservation Landscape
Ordinance, and initiate the public hearing process for
submittal to the Board.

BACKGROUND/REASONS FOR RECOMMENDATIONS
1. The Water Committee recommends that the Contra Costa Water
District review the County General Plan in order to assess the
issue of potential water supply for future development
scenarios which could occur within the County. A revised
assessment by the water district utilizing current land use
information and growth management factors contained in the
General Plan would aid in a more adequate determination of how
much growth can occur (through County land use authority)
given supply/capacity ; constraints (under Water District
jurisdiction) .

2 . On March 5, 1991, the Board directed the Community Development
Department to prepare an ordinance requiring construction
operations to use reclaimed (recycled) water for uses such as
dust control and compaction. A preliminary draft drought
ordinance was reviewed during the Water Committee meeting on
March 25, 1991. The existing proposed ordinance requires some
revision, therefore the Water Committee requests that
Community Development staff meet with water, wastewater,
Building Industry Association and any other relevant agencies
prior to submittal of a final ordinance to the Board. Given
the lack of water supply available within the County due to a
prolonged drought situation, the Water Committee has requested
submittal of the Ordinance to the Board immediately after
final review by County Counsel. If approved, the ordinance
could be effective until the Board of Supervisors determines
that drought conditions :no longer exist.
3 . On March 5, 1991 the Board directed the Community Development
Department to revise the existing Water Conservation Landscape
Ordinance to include single family residential homes, and to
provide a draft to the : Water Committee. A proposed draft
amendment was discussed; at the Water Committee meeting on
March 25, 1991. The Water Committee recommends that the
proposed amendment be circulated to nurseries, the green
industry, the Building : Industry Association, and to other
interested parties prior, to public hearing on the matter.
