Accept the attached report from the Director of Personnel which provides an excellent background history on the Career Development Employment Program and its achievements to date. 2. Authorize each member of the Board of Supervisors to sign a letter to the City of Pittsburg expressing the County' s appreciation for the close . and cooperative working relationship the County ! has had with the City as the County has expanded the Career Development Employment Program to East County and the Board' s hope that this close working relationship will be able to continue in the future. 3 . Ask that all departmelnts which have not identified an appropriate number of positions to be dedicated to the Career Development Employment Program do so and encourage the Personnel Department staff to continue to work with all County departments with a view to increasing the participation of all iCounty departments in the Career Development Employment Program. I 4. Request the Director of Personnel to report to our Committee again on the status of the Career Development Employment Program during the month of September, 1991, based on the status of recruitment and placements through August 31, 1991. BACKGROUND: On October 2, 1990, the Board of Supervisors referred oversight of the Career Development Employment Program to our Committee and asked the Director of Personnel to report to our Committee in March, 1991. On March 25, 1991, Harry Cisterman and Lloyd Madden met with our Committee and reviewed in some detail the attached report. We are pleased to see that over 60 individuals have been appointed to CDEP positions and that some 830 of them have successfully made the transition to permanent employment with the County. We are also pleased at the expansion to Pittsburg which has occurred - and which could only have occurred with the full cooperation and dedication of the City of Pittsburg. We are also very pleased at the commitment which has been shown by the Sheriff to the use of the recruitment and outreach mechanisms developed by the CDEP Program in recruiting for local and minority employees for the West County Justice Center. If the Sheriff is able to continue the funding which has been provided during this past year to the Personnel Department for the targeted recruitment activities, we are convinced that this excellent record can be continued and expanded upon. We would like to continue to review the progress which has been made in this regard on a semi-annual basis and are, therefore asking that this matter be left on referral to our Committee with a further progress report to be made during September, 1991 . Cisterman, Director of Personnel SUBJECT: Career Development Employment Program Status Report The attached report covers the employment activities of the Career Development Employment Program from inception through 'February 28, 1991. ACTIVITY REPORT SUMMARY The Board of Supervisors in December ;1986 adopted a resolution authorizing the implementation of the Career Development Employment Project. This special project was designed to identify and recruit employable residents from North Richmond and Parchester Village commonly referred to as Census Tract 3650. Through personal development workshops, test preparation, examination and counseling, individuals are prepared for entry into County employment. Project positions provide on-the-job training in various County departments to help project participants build employment skills and competency necessary for transition into permanent classified positions. The Career Development Employment Project became a permanent County program by Board resolution on December 1, 1988. The program service area restrictions were lifted and the program began serving eligible indiviiduals in most of the cities in both West and East County. The program has performed well in that planned goals and objectives have consistently been met, a significant number of appointments in a variety of job classifications have been made, the program's integrity is pronounced - a factor which promotes positive response by participation of many County departments. I. PROGRAM APPOINTMENT HIGHLIGHTS Permanent Full-time 61 (East County - 6) Permanent Part-time 1 Appointment Total 62 Estimated Annual Gross Wages = $1.5 million Separations: West County 9 East County 1 Total 10 Resignations: West County 1 East County 0 Total 1 Career Development Employment Page 3 March 20, 1991 Program Status Report Employment Information Office The CDEP received a special appropriation of $21,000 from the Sheriff's Department last year, funding targeted outreach and recruitment activities in support of staffing of the West County Justice Center. Outreach and recruitment activities required an adjustment in staff work assignments and provided for the establishment of an Employment Information Office in Pittsburg. As previously reported, we executed a $12,400 contract with the City of Pittsburg to provide staff, space and other related services. The Scope of Services/Service Plan is enclosed as Exhibit C. It is important to note that the Pittsburg Outreach has become an integral part of Personnel 's Outreach and Recruitment Employment Information Dissemination System. Our contract with the City of Pittsburg is scheduled to expire on June 30, 1991. In order to continue the CDEP in East County and maintain our local outreach and recruitment information office, the contract with Pittsburg will have to be re-funded. I IV. WEST COUNTY JUSTICE CENTER RECRUITING ACTIVITIES The opening of the West County Justice Center has been delayed several times since the planned July 1, 1990 opening. Subsequent to the opening delays, authorization to announce job openings related to the new jail was also delayed. Our first targeted recruitment activijty for position(s) related to the new jail was for Detention Services Aide. The approach and results are attached as Exhibit D. In addition to a successful outreach and recruitment campaign, the Personnel Department sponsored exami.nation orientation workshops on Saturday, February 23rd and Wednesday, February 27th. 248 (71%) of the 351 applicants accepted attended the workshops. Targeted recruitment activities are underway for Clerk and Sheriff's Aide and Sheriff's Specialist. i RECOMMENDATION: An appropriation of $15,000 from the Sheriff's Department Special District Augmentation Fund to continue targeted recruitment activities covering fiscal year July 1, 1991 to June 30, 1992. This allocation will also solidify the continued operation of the outreach and recruitment office in Pittsburg.
