SUBJECT: 1991 COMPREHENSIVE IMPROVEMENT ASSISTANCE
PROGRAM (CIAP) APPLICATION
I. RECOMMENDED ACTION:
Adopt Resolution No. 3610 approving the 1991 Comprehensive Improvement
Assistance Pro rm (CIAP) Application and authorizing submission of an application in
the amount of. $7,059,180 to the U. S. Department of Housing and Urban Development, as
recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
Should the Housing Authority of the County of Contra Costa be awarded funds to
continue the modernization of its older public housing units, funding totalling $7.1
million could be allocated by the Department of Housing and Urban Development..
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The Department of Housing and Urban Development (HUD) has notified all Housing
Authorities that Comprehensive Improvement Assistance Program funding will be
available during Fiscal 1991. Competitive applications for this funding must be
filed with HUD by no later than Friday, April 26, 1991. HUD Comprehensive Assistance
Improvement Handbook instructions, published .in 1990, require only one application
from each .hous.i,ng authority, and a Joint Review between HUD Field Office personnel
and housing autl-ority personnel will be made on each application.
At its Regular Meeting on March 18, 1991 the Advisory Housing Commission
recommended adoption of Resolution No. 3510, authorizing Housing Authority staff to
submit a 1991 Comprehensive Improvement Assistance Application, with previously
established funding priorities, in the amount of $7,059,180. These funds will enable
the Housing Authority to complete work items at seven public housing developments,
begin the comprehensive improvement work at CA011003, Bridgement, housing
development in Antioch, and begin comprehensive improvement work at CA011008 Los
Arboles, Oakley.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not adopt Resolution No. 3610,
authorizing Housing Authority staff to submit a 1991 Comprehensive Improvement
Assistance Application in the amount of $7,059,180, the Housing Authority would be
unable, due to lack of funds, to continue the modernization of older public housing
