PLAN FOR MODERNIZATION I. RECOMMENDED ACTION: APPROVE the revised and updated 5-Year Comprehensive Plan for Modernization in compliance with U. S. Department of Housing and Urban Development requirements, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: None III. REASONS FOR RECOMMENDATION/BACKGROUND: To comply with HUD regulations, and to be eligibile to submit a Comprehensive Improvement Assistance Program (CIAP) application for other than emergencies, a Housing Authority with 500 or more units in management must have a HUD approved Comprehensive Plan for Modernization (CPM) . The Housing Authority of the County of Contra Costa has a HUD approved CPM, however, it has been necessary to update and revise the CPM to include a 5-year plan. The revised CPM must be submitted to HUD for review and approval . On March 18, 1991, the Development Committee of the Advisory Housing Commission recommended approval of the revised and updated CPM. At its Regular Meeting on March 18, 1991 the Advisory Housing Commission voted recommend approval of the updated and revised Comprehensive Plan for Modernization. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not approve the revised and updated Comprehensive Plan for Modernization, as mandated by HUD, the Housing Authority of the County of Contra Costa would be unable to compete for Comprehensive Improvement Assistance Program funding to continue the modernization of its fourteen housing developments.
