County SUBJECT: Approve submission of Grant Application #28-512 to the California Integrated Waste Management Board for "Safer Alternatives Public Education Campaign" SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: 1. Approve and authorize the submission of Grant Application #28- 512 to the California Integrated Waste Management Board for a Household Hazarous Waste Grant in the amount of $56, 600 effective July 1, 1991 through June 30, 1992 for the Department' s "Safer Alternatives Public Education Campaign" . 2 . Authorize the Health Services Director, or his designee (William Walker, M.D. ) , to accept the grant award and to execute on behalf of the County, subsequent Standard Agreements and Amendments to implement and carry out the purposes specified in the Grant Application. II. FINANCIAL IMPACT: Approval of this application from the California Integrated Waste Management Board (CIWMB) will result in $56, 600 of grant funding for the Department's "Safer Alternatives Public Education Cam- paign" . Sources of funding are as follows: $56, 600 CIWMB 25, 163 County Share (In-Kind) $81, 763 Total Program III . REASONS FOR RECOMMENDATIONSIBACKGROUND: The Department recognizes that it is in the public interest to enact and implement an integrated waste management plan to address the State' s diminishing landfill space and the potential adverse environmental impacts from landfilling. Annually, Contra Costa County residents purchase 3 to 5 million pounds of pesticides for home use, a significant portion of which ends up stored in garages or improperly disposed of in the garbage, sewer or grounds. Funds are available through the California Integrated Waste Management Board pursuant to the provisions of Public Resources Code Sections 46400 and 46401 from the Solid Waste Management Fund, for grants to local governments to establish and implement waste diversion and separation programs to prevent disposal of hazardous waste, including household hazardous waste, in solid waste landfills. M382/7-83 BY , DEPUTY :j Californa Integrated Waste Management Board, Grant Application #28-512 Board Order Page 2 Reducing residential use of pesticides will reduce our household hazardous waste disposal costs, as well as reducing consumer exposure to toxic products. This public education campaign will encourage residents to adopt the concepts of "integrated pest management" in order to reduce their pesticide use. In order to meet the deadline for submission, the application has been forwarded to the California Integrated Waste Management Board, but subject to Board approval. Three certified copies of the Board Order authorizing submission of the application should be returned to the Contracts and Grants Unit.
