III . REASONS FOR RECOMMENDATIONSIBACKGROUND:
The Department recognizes that it is in the public interest to
enact and implement an integrated waste management plan to address
the State' s diminishing landfill space and the potential adverse
environmental impacts from landfilling. Annually, Contra Costa
County residents purchase 3 to 5 million pounds of pesticides for
home use, a significant portion of which ends up stored in garages
or improperly disposed of in the garbage, sewer or grounds.
Funds are available through the California Integrated Waste
Management Board pursuant to the provisions of Public Resources
Code Sections 46400 and 46401 from the Solid Waste Management Fund,
for grants to local governments to establish and implement waste
diversion and separation programs to prevent disposal of hazardous
waste, including household hazardous waste, in solid waste
landfills.

Reducing residential use of pesticides will reduce our household
hazardous waste disposal costs, as well as reducing consumer
exposure to toxic products. This public education campaign will
encourage residents to adopt the concepts of "integrated pest
management" in order to reduce their pesticide use.
In order to meet the deadline for submission, the application has
been forwarded to the California Integrated Waste Management Board,
but subject to Board approval. Three certified copies of the Board
Order authorizing submission of the application should be returned
to the Contracts and Grants Unit.
