HomeMy WebLinkAboutMINUTES - 04021991 - 1.28 TO: BOARD OF SUPERVISORS _ s _ Contra FROM: Phil Batchelor, County Administrator Costa DATE: March 25 1991 County 14� STS t`ciuxt SUBJECT: LEGISLATION - AB 1132 (Campbell) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION REC©MMATION Indicate that the Board of Supervisors is the SPONSOR of AB 1132 by Assemblyman Campbell, which would require the State Department of Water Resources, in operating the State Water Project, to do so in such a way as to mitigate the negative impacts on the San Francisco Bay/Sacramento-San Joaquin Delta Estuary from the operation of the project. In addition, the bill, would require the department, in determining the availability of water for export from the estuary, to ensure that the State Water Project is operated to protect all reasonable and beneficial uses of the estuary. BACKGROUND: As a part of the Board' s 1991 Legislative Program, the Board has agreed to sponsor legislation, similar to AB 2210 of the 1990 Session, which failed to pass the Legislature, which would clearly adopt as state policy to protect and preserve all reasonable and beneficial uses of the estuary. Assemblyman Campbell has reintroduced AB 2210 as AB 1132 for the 1991 Session of the Legislature.
