SUBJECT: LEGISLATION - SB 843 (Boatwright)
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION-
Indicate that the Board of Supervisors is the SPONSOR, along with
Public Employees Union, Local 1, of SB 843 by Senator Boatwright,
which would make it possible for the Board to offer animal
control officers safety retirement and would authorize the Board
to negotiate with Local 1 the terms and conditions under which
such safety retirement would be offered to animal control
officers.
BACKGROUND:
As a part of the Board' s 1991 Legislative Program, the Board has
agreed to seek legislation jointly with Local 1 which would do
two things:
1 . In Contra Costa County only, expand the definition of safety
member to include animal control officers, providing that
the Board of Supervisors makes the section of law applicable
in Contra Costa County.
2. Authorizes the Board of Supervisors only in Contra Costa
County, to negotiate the terms and conditions under which
the Board will consent to make animal control officers
safety members of the retirement system, including
determining that the employees shall pay all of the
increased cost of such membership, including the employer' s
share.

This is an item which is of considerable importance to Local 1
and is one to which the Board has agreed to seek the necessary
legislation. Senator Boatwright has. agreed to author SB 843 to
accomplish the necessary changes in state law. In view of the
fact that the Board of Supervisors has agreed to include this
provision in its 1991 Legislative Program, it is appropriate now
to acknowledge that the Board is the joint sponsor of this
legislation.
