SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &.BACKGROUND AND JUSTIFICATION
I. Recommended Action:
Support AB 780 (Baker)
II. Financial Impact:
None to General Funds.
III. Reasons for Recommendations and Background:
AB 780 was sponsored by the Contra Costa Transportation Authority to resolve a problem with
the Regional Measure 1 Program whereby the California Department of Transportation believes
that it must severely restrict the definition of the new second span of the Benicia Bridge Project
to only the bridge itself. This Bill reaffirm the legislative intent that the Benicia Bridge approach
is from the State Route 4/Interstate 680 interchange in Martinez to the Interstate 80 and Interstate
680 junction in Fairfield. This Bill will further allow the use of a bridge toll to fund improvement
projects on the approaches of the bridge.
With the additional span, there will be a need to generate over $250 Million of additional funds
to widen Interstate 680 between the bridge and State Route 4 and to improve the State Route
4/Interstate 680 interchange. This Bill will provide an added option to fund the needed
improvements.

IV. Consequences of Negative Action:
AB 780 will be heard by the Assembly Transportation Committee on April 8, 1991. Without your
action today, the Board's position on this Bill may not be known to the State Legislature during
the hearing.
