Board members expressed their support for the concept but agreed that more information was needed on this particular legislation. Assembly Bill 750 has been introduced by Assembly Member Burt Margolin and would provide a financial incentive for the collection for recycling of the more than 325,000 tons of wine and liquor containers littered and landfilled in California annually. The total cost to local government in California for the collection and disposal of wine and liquor bottles is estimated at more than $20 million annually. In the months since consumer refund values were increased to two- for-a-nickel under California's beverage container recycling program, recycling rates have increased significantly. The enactment of AB 750 will assist Contra Costa County in meeting the objectives of the California Integrated Solid Waste Management and Recycling Act. NOW, THEREFORE, BE IT RESOLVED that, the Board of Supervisors declares support for Assembly Bill 750. PASSED AND ADOPTED ON April 23 , 1991, by a unanimous vote of the Board members present.
