SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Refer to the Water Committee the attached letter from Local 159 of
the Plumbers, Steamfitters & Refrigeration Union for review to
determine the feasibility of revising the Plumbing Code in order
to require hot water circulating systems -be installed for
residential and construction in Contra Costa County.
BACKGROUND
While California has experienced recent rainstorms and an increase
in the snow pack in the Sierras, it is premature to assume the
drought is over. Furthermore, we need to encourage conservation
at every opportunity in order to save substantial- amounts of water.

Dear Supervisor McPeak:
As we are in the middle of the fifth year of a severe
drought condition in Contra Costa County as well as the state and
have experienced . similar droughts in the past, I am writing this
letter to suggest a requirement which Contra Costa County could
include in the Plumbing Code that would be a substantial water
conservation measure.
I am sure everyone has experienced turning on a basin or
shower in the morning and patiently waiting for hot water to
reach the faucet while gallons of unused water go down the drain.
This unnecessary waste of water can be, for the most part,
eliminated with the relatively inexpensive requirement of a hot
water circulating system. This system is simply a small diameter
pipe connected to the furthest fixture from the hot water source
run back to that source. The water is then circulated through
the hot water system by a small pump and in some cases where
structurally possible, gravity systems can be designed eliminat-
ing the need for a pump.
With the large number of expected residential and commercial
occupancies to be constructed in Contra Costa County, this would
result in the saving of subtantial amounts of water. I would
appreciate your review and consideration of my proposal and if
necessary, a request for any additional information I may provide
to you to expedite the implementation of such a requirement.
