Consummate Purchase and Accept Grant Deed
for County Homeless Shelter at
1391 Shell Avenue
Martinez, California.
The Board of Supervisors of Contra Costa County RESOLVES THAT:
This Board on March 19 , 1991, passed Resolution of Intention
No. 91/179 and a Notice fixing April 23, 1991, at 9 : 00 A.M. in its
Chambers, County Administration Building, 651 Pine Street,
Martinez, California, as the time and place where it would meet to
consummate the purchase of the real property described therein from
Dennis J. Rawski and Lysbeth K. Rawski, said property being
required for the Shell Avenue Family and Women' s Shelter. Said
resolution was duly published in the Contra Costa Times in
compliance with Government Code Section 6063 .
The Board hereby consummates said purchase between Dennis J.
and Lysbeth K. Rawski and the COUNTY for the Shell Avenue Family
and Women' s Shelter at 1391 Shell Avenue, Martinez, California.
Purchase to be made in accordance with the terms and conditions of
the Sublease and Option Agreement between the County of Contra
Costa and the Volunteers of America, approved by the Board of
Supervisors on May 8, 1990, and the Lease Agreement between Dennis
J. and Lysbeth K. Rawski and the Volunteers of America, dated May
4 , 1990 . Copies of said Agreements are on file with the Clerk of
the Board of Supervisors .
The County Auditor-Controller is hereby DIRECTED to issue a
check for $7 ,200 in favor of Founders Title Company, to Escrow No.
107027-SP. A State Grant of $252,768 shall also be deposited to
Founders Title Company, Escrow No. 107027-SP. Said funds shall be
disbursed as follows, in accordance with the final escrow
.instructions from the County; $242,500 for payment to Grantors,
upon their conveying. to the County a Deed therefor, $15, 000 to
Volunteers of America, Bay Area Inc. , as consideration for
assignment of -the purchase option, and $2,468 to Founders Title
Company for title, escrow, and other costs .
Said Deed is hereby ACCEPTED and the Lease Management Division
is ORDERED to have it recorded, together with a certified copy of
this resolution.
AUTHORIZE the Director of Social Service to sign, on behalf of
the County, a Lien on said property by the State of California.

This Board on March 19, 1991 found. no substantial evidence
that the proposed project would have a significant effect on the
environment, and it reviewed and considered the Negative
Declaration together with comments received during the public
review process and approved their adequacy for California
Environmental Quality Act purposes . The Director of Community
Development is ORDERED to file a Notice of Determination with the
County Clerk.
