BRAGDON DIRECTOR OF COMMUNITY DEVELOPMENT DATE: April 12, 1991 SUBJECT: Vasco Road General plan Amendment SPECIFIC REQUEST(S) OR RECOMMENDATIONS) i BACKGROUND AND JUSTIFICATION RECOMMENDATIONS 1. Approve the utilization of the Final Vasco Road and Utility Relocation Projects EIR as approved by the CCWD as adequate for County purposes. 2. Approve the Vasco Road General Plan Amendment as recommended by the County Planning Commission and direct that it be incorporated into ' one of the consolidated General Plan Amendments to be adopted in 1991. 3. Adopt .the CEQA findings attached to this document. 4. Direct the Public Works Department to develop a financial __ program to fund the County share of the Camino Diablo Bypass and to report back to the Board on this item. FISCAL IMPACT Plan amendment costs are covered by plan amendment fees. BACKGROUND/REASONS FOR RECOMMENDATIONS The Vasco Road General Plan Amendment was approved by the County Planning Commission on March 26 by a unanimous vote. The plan needs to be integrated into the next consolidated General Plan Amendment. CONTINUED ON ATTACHMENT: YES SIGNATURE RECOMMENDATION OF COUNTY ADMINISTRATOR RECOMM A ON QV COMMITTEE APPROVE OTHER SIGNATURE(S) : ACTION OF BOARD ON April 23 1991 APPROVED AS RECOMMENDED X OTHER _ This is the time heretofore noticed by the Clerk of the Board of Supervisors for hearing on the recommendation of the Contra Costa County Planning Commission on a proposed amendment (County File #(1-91-CO) to the County General Plan to modify the Circulation and Scenic Elements of that plan. The amendment would delete Vasco Road from those elements and provide for the Modified County Line Alignment replacement road to be added to those elements. The purpose is to accommodate the Los Vaqueros Reservoir to be built by the Contra Costa Water District (CCWD) . The site is located in southeastern Contra Costa County. Jim Cutler, Community Development Department, presented the staff report on the proposed amendment, commenting on the Environmental Impact Report. He commented that this request is only for the general plan amendment which would allow the Los Vaqueros Reservoir to be constructed. Mr. Cutler commented on a future staff report relative to the vacation of this road. The public hearing was opened and the following persons appeared to speak: 1. Bette Boatmun,- Box H2O, Concord, President of the Contra Costa .,kter. District, spoke in favor of the proposed amendment. Gary Darling, P.O. Box 4121, Concord, representing the Contra Costa Water District, spoke in favor of the proposed amendment. Kathryn Dickson, 1970 Broadway, Suite 1045, Oakland, representing the Sierra Club, Greenbelt Alliance, and the Mt. Diablo Audubon Society, spoke in opposition to the Environmental Impact Report and presented a letter dated April 23, 1991 to the Board and requested that it be entered into the record. Mr. Darling spoke in rebuttal. The public hearing was closed. Supervisor Torlakson requested clarification from staff on the CEQA concerns and the process used. Mr. Cutler responded to Supervisor Torlakson' s request, and he suggested that staff work with the Contra Costa Water District to assure that the CEQA findings respond adequately to concerns raised today, and he requested that the Board not act on item 3 of the recommendations, allowing staff to come back with modifications. Supervisor Torlakson recommended moving ahead with action to indicate support and directing staff to return at the General Plan approval stage with the necessary documentation to complete actions and he moved approval of the actions staff outlined, giving direction to staff to work with the Contra Costa Water District to prepare the necessary findings and documentation for final General Plan approval. Supervisor McPeak seconded the motion. Mr. Cutler clarified the motion to delete item 3 of the recommended actions. Supervisor Torlakson concurred that that was the intent of the motion. IT IS BY THE BOARD ORDERED that recommendations 1 and 4 are APPROVED; and the Board of Supervisors DECLARES ITS INTENT to approve the Vasco Road General Plan Amendment and DIRECTS that it be incorporated into one of the consolidated General Plan Amendments to be adopted in 1991; and Community Development Department is DIRECTED to work with the Contra Costa Water District to prepare the appropriate documentation for Board consideration; and Resolution 91/252 is ADOPTED.
