Establishment of a West County Transitional Shelter SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Designate Rubicon Programs, Inc. as the non-profit sponsor of a West County Transitional Shelter for homeless persons; and direct the Deputy Director - Redevelopment to coordinate preparation of a development and financing program for said Transitional Shelter. f FISCAL IMPAC7C No General Funds are intended to be used. BACKGROUND/REASONS FOR RECOMMENDATIONS In November, 1990 Supervisor Powers suggested that the County pursue the establishment of a non-sectarian transitional housing shelter for homeless persons in ,West County. The concept is to pursue the acquisition and renovation of an existing distressed multi-family apartment building. County staff would work with a sponsoring non- profit to identify a property, and secure Federal McKinney Act Transitional Shelter Funds, other public Funds (CDBG, redevelopment, etc. ) . and private financing. On March 15, 1991, a Request for Qualifications was submitted to non- profit organizations for the purpose of developing a non-sectarian transitional housing shelter for homeless persons and families in West County. Volunteers of America Qualifications were reviewed relative to .the following criteria: o Experience of the organization in providing services/ facilities to homeless populations, particularly in Contra Costa County; o Experience of the organization/personnel in acquiring and managing real property, particularly low rental income housing and homeless shelters; o Demonstrated ability to generate funding for supportive service programs; o Demonstrated ability to secure financing for capital projects from public, foundations and private sources. Based on these criteria, I am recommending Rubicon Programs, Inc. be designated as the non-profit sponsor for a West County Transitional Shelter. The qualifications received, and this recommendation, were reviewed by the County's Homeless Management Team. SRA13/rw/shelter.bos
