MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: April 23, 1991 SUBJECT: Approving'Plans and Specifications for Miranda Avenue Bike Route, Alamo Area. Project No.: 0662-6R4128-89 CP# 89-105 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE the Plans and Specifications for the Project and ADVERTISE for bids to be received on Thursday, May 23, 1991, at 2:00 p.m. DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section 20392 of the Public Contract Code. AUTHORIZE the closure of Miranda Avenue to through traffic between Bunce Meadows Drive and Roundhill Road for approximately eight weeks with the exception of emergency vehicles and local residential traffic. II. Financial Impact: The estimated contract cost of the project is $575,000, funded by Road Funds (35%), State Transportation Development Act funds (19%), Deferred Improvement Agreements (9%), and the Alamo Area of Benefit (37%). III. Reasons for Recommendations and Background: The project includes widening Miranda Avenue to provide a bike route to Stone Valley Middle School, drainage improvements, and an overlay of the existing road. The Public Works Director has filed with the Board of Supervisors the Plans and Specifications for the project. Reasons for Recommendations and Background Cont'd. The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested party upon request. The Board reviewed and approved the project on April 10, 1990 and found, on the basis of the initial study and all comments received, that there is no substantial evidence that the project will have a significant effect on the environment and adopted the Negative Declaration. A Notice of Determination was filed with the County Clerk on April 11, 1990. IV. Consequences of Negative Action: If the project is not approved for advertising, a bike route to Stone Valley Middle School will not be provided. Children will continue to ride on the existing narrow road. Also, without an overlay the surface of Miranda Avenue will continue to deteriorate.
