Legislation ) Resolution 91/246
WHEREAS, water is one of the most basic and vital components of California's
infrastructure; and
WHEREAS, California and Contra Costa County's continuing prosperity depends on
adequate and reliable supplies of high-quality water for both urban and
agricultural uses; and
WHEREAS, the drought which California has endured from 1987 to 1991 underscores
the inadequacy of California's existing water resources in meeting the needs of
its citizens, environment, industries, and agricultural users; and
WHEREAS, the future economic vitality of the this growing state depends on a
stable and secure supply of water; and
WHEREAS, there is a need to develop alternate sources of water to ensure adequate
fresh water flows for the protection of our aquatic resources in the Sacramento-
San Joaquin Delta as well as San Francisco and San Pablo Bays; and
WHEREAS, desalination is a well-developed technology which will help to
guaranteed that water. of suitable quality is available in all areas of the state
for all beneficial uses, including municipal, industrial, agricultural, and
environmental uses;
NOW THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa
County support efforts to develop Saltwater Desalination plants; and
BE IT FURTHER RESOLVED that the Board of Supervisors of Contra Costa County goes
on record supporting AB 2111, AB 2112, and AB 2113 (Polanco) which would enact
the Desalination for Assured Water Policy Act as well as the financing to
implement the act.

Adopted this Order on April 16, 1991 , by the following vote:
AYES: Supervisors Fanden, Schroder, McPeak, Torlakson, Powers
NOES: None
ABSENT: None
ABSTAIN: None

SUBJECT: Saltwater Desalination
The Board this date adopted Resolution 91/246 supporting
proposed legislation which would enact the Desalination for Assured
Water Policy Act as well as provision for financing to implement
the Act.
In connection with the above, IT IS BY THE BOARD ORDERED
that the issue is REFERRED to the Water Committee to monitor the
legislation and efforts to develop saltwater desalination plants.
