I. Recommended Action:
1. APPROVE Contra Costa County's Priority List for Transportation Development Act Article
3 funds for Bicycle/Pedestrian Path projects for Fiscal Year 1991-92, and direct the Clerk
of the Board to forward the list to the Metropolitan Transportation Commission (MTC) for
final approval and allocation of funding effective July 1, 1991.
2. DECLARE intent_ to fund the Manor Road/Loma Linda Drive Bike Path in Fiscal Year 1992-
93.

III. Reasons for Recommendations and Background:
In 1978, a procedure was recommended by the Conference of Mayors and adopted by the
County Board of Supervisors to insure county-wide consensus in funding bicycle and
pedestrian projects with TDA money. In accordance with that procedure, each City and the
County submitted applications for 1991 TDA funds for bicycle and pedestrian facilities. The
TDA Subcommittee, a subcommittee of the City/County Engineering Advisory Committee
(CCEAC), met in early January to review the TDA applications submitted for funding
consideration.
Thirteen projects, totaling over$1.4 million, were reviewed by the subcommittee. This year's
subcommittee is made up of EI Cerrito, Concord, Antioch, the Metropolitan Transportation
Commission, the County, the East Bay Bicycle Coalition, and the East Bay Regional Park
District. The attached exhibit lists all of the submitted projects.
MTC has estimated that $461,000 is now available for 1991 TDA Article 3 funds in Contra
Costa County, which is an increase of the $440,000 estimated in January. Based on the
criteria established to prioritize proposed projects,the subcommittee recommended that the
CCEAC accept the proposed project list for the 1991 TDA Article 3 funds and forward the
project list to the Conference of Mayors.
The Conference of Mayors heard the presentation from CCEAC on the project list at their
February 7, 1991 meeting. Several questions were raised at the meeting and action on the
project list was continued. The TDA subcommittee reconvened to discuss the concerns
raised at the Conference of Mayors. Prior to formally convening, the subcommittee listened
to an extensive history of the San Ramon project. In addition, the County indicated that
there was a pending development adjacent to their EI Sobrante project. The development
has not gone to hearing yet, but County staff is recommending the development be
conditioned to construct about half the TDA path. In light of this, the County felt it best to
hold off on the EI Sob`rante project until next year, pending the outcome of the proposed
development.
The TDA subcommittee considered the project list and reviewed the ranking of the thirteen
projects. The subcommittee felt the analysis of the criteria and the reasoning used in
establishing the original priority list was sound, and the list should not be changed. The
subcommittee did concur with the County putting their project off for a year. As a result, the
recommended priority°list remained unchanged in terms of ranking; however, the County's
EI Sobrante project shows zero funding and San Ramon project moves up into a funding
position.
On April 4, 1991, the Contra Costa Conference of Mayors approved the proposed priority
list.
The priority list has been reviewed by the Transportation Committee.
The CCEAC requests approval of the following project list for the 1991/1992 TDA Article 3
funds.
Subsequent to adoption of the list by the Board of Supervisors, the priority list must be
forwarded to the Metropolitan Transportation Commission for final approval and funding
allocation.
IV. Consequences of Negative Action:
Failure to approve the proposed list will result in a delay in the MTC process of allocating
TDA funds to the Contra Costa County area.
