SUBJECT: RESOLVING NOISE ISSUES
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Direct Health Services Department staff to review existing
enforcement regulations for short-duration noise disturbances
from such sources as construction activities, private parties
and entertainment clubs, and to report back to the
Environmental Affairs Committee; and
2 . Authorize the Health Services Department to coordinate and
participate in meetings as needed between noise-generating
industries and area residents for the purpose of resolving
noise complaints.

BACKGROUND/REASONS FOR RECOMMENDATIONS
At the meeting of December 19, 1989, the Board of Supervisors
requested that the Environmental Health Division of the Health
Services Department (EHD) report to the Board on the feasibility of
establishing a County Noise Ordinance. Supervisor Fanden requested
that the Community Development Department provide input to this
process. The EHD updated and modified the 1979 draft Noise
Ordinance in June 1990, and copies were distributed to Board
members and some industry representatives in July.

Due to concerns expressed by the EHD and County Counsel regarding
jurisdictional, enforcement and noise measuring issues, it was
decided to conduct an issues-oriented EAC meeting on December 17 ,
1990. After the staff report and input from industry
representatives, the Environmental Affairs Committee (EAC)
discussed the noise-related issues and recommended that meetings
between industry representatives and local residents be coordinated
and attended by EHD staff in order to resolve specific noise
complaints. The EAC also recommended that staff report back to the
committee on enforcement regulations for short-duration noise
disturbances.
