SUBJECT: CONTINUATION OF ENVIRONMENTAL CRIMES STRIKE FORCE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Authorize the Environmental Crimes Strike Force to continue
operating through December 31, 1991, utilizing any funds
remaining from the contributions made by the cities and
sanitary districts as well as the Health Services
Department' s share of a recent civil settlement, and with
the understanding that the Health Services Department and
District Attorney will make up any remaining shortfall from
their 1991-92 budgets without requesting an additional
appropriation for this purpose.
2. Request the County Administrator, Health Services Director
and District Attorney to continue to seek a permanent,
stable source of funding for the Environmental Crimes Strike
Force and report their conclusions and recommendations to
the Board of Supervisors by December 1, 1991, so action can
be taken to., determine the future of the Strike Force prior
to December '31, 1991 .
BACKGROUND
On February 5; 1991, the Board of Supervisors agreed to continue
the operation of the Environmental Crimes Strike Force through
June 30, 1991 and asked the County Administrator to report to the
Board regarding the prospects for continuing to fund the Strike
Force after June 30, 1991.
The County Administrator, District Attorney and Health Services
Director have discussed funding for the Strike Force and have

agreed to a three-part system of funding the Strike Force through
December 31, 1991:
1. As was noted in the report approved by the Board on
February 5, 1991, there was a balance on January 1,
1991 of $43,000 from the original $148,000 which was
contributed by the cities and sanitary districts. This
money will be used first -to cover the cost of the staff
in the District Attorney' s Office.
2 . The Health Services Director has agreed to make
available for the Strike Force their share of the
recently announced settlement of the case involving
Lesher Communications. This amount is $96,000.
3 . While the first two sources of funding should take the
Strike Force well into the fall of 1991, they will not
be sufficient to carry the Strike Force through
December 31, 1991. Therefore, the Health Services
Director and District Attorney have agreed to cover any
remaining shortfall from their budgets.
This will insure that the Environmental Crimes Strike Force
continues in operation through the end of this calendar year.
Between now and then additional efforts will be made to identify
a permanent, stable source of funding for the Strike Force after
January 1, 1992. A further report will be made to the Board by
December 1, 1991 on the success of those efforts, including
recommendations for funding thereafter.
