HomeMy WebLinkAboutMINUTES - 04161991 - 2.4 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on April 16, 1991 , by the following vote: AYES: Supervisors Fanden, McPeak, Torlakson, Powers NOES: None ABSENT: Supervisor Schroder ABSTAIN: None SUBJECT: Realignment of Welfare Programs The Board received the attached report dated April 11, 1991 from the County Administrator relative to the realignment of welfare programs between the State and counties as proposed by the County Welfare Directors ' Association of California. Phil Batchelor, County Administrator, advised that there had been some changes that occurred after the attached report was prepared, and that therefore, only a status report was being presented at this time. James Rydingsword, Social Services Director, advised that the County Welfare Directors ' Association position relative to the State' s assumption of the costs of the General Assistance Program has now been revised. He stated that a more thorough analysis would be made and recommendations made to the Board at a later date. Supervisor Sunne McPeak presented the draft CSAC "County Principles/Conditions for State Program Transfers" and requested that the County Administrator review the document and provide input relative to the County' s position. Board members being in agreement, IT IS ORDERED that the following actions are APPROVED: 1) ACCEPTED status report from County Administrator and Social Services Director relative to realignment of welfare programs between the State and counties; 2) REQUESTED County Administrator to return to the Board if necessary recommending a position of support of the County Welfare Directors ' Association proposed realignment; and 3 ) REQUESTED County Administrator to report to the Board' s CSAC representative with recommendations relative to the CSAC draft "County Principles/Conditions for State Program Transfers. OF WELFARE PROGRAMS BETWEEN THE STATE AND COUNTIES SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt a position in SUPPORT of the realignment of welfare programs between the State and counties as has been proposed by the County Welfare Directors' Association of California in their letter to County Welfare Directors dated March 22, 1991. BACKGROUND: The Legislature and the Administration have formed four joint "work-groups" to address the state budget crisis, which is now understood to be at least $12.6 billion. Part of the initial package of proposals presented to the County Supervisors Association of California (CSAC) and County Welfare Directors' Association of 'California (CWDA) includes a realignment of welfare programs between the State and counties. The proposal includes the following changes in the current system for the administration of the welfare programs: 1. 100% State assumption of the costs of the AFDC Program. 2, 100% State assumption of the costs of the General Assistance Program. 3 . County assumption of a 25% share of the cost of the Foster Care Program. County assumption of all costs of the In-Home Supportive Services Program and County Services Block Grant Program. Attached is a chart describing the overall statewide impact of the health and welfare programs which are being discussed for realignment. The County Social Services ; Director has calculated that the transfer could provide a small financial benefit to the County short-term, as follows: TRANSFERS TO THE STATE (in 1990-91 dollars) AFDC Administration $ 4,100,000 AFDC Aid Payments $ 51800,000 GA Administration $ 3, 800,000 GA Aid Payments $14,700,000 Food Stamp Administration $ 1,100,000 TOTAL TRANSFER TO THE STATE $291500,000 TRANSFERS TO THE COUNTY (in 1990-91 dollars) Foster Care Aid Payments $ 6,900,000 IHSS/CSBG $ 1,800,000 IHSS Provider Payments $17,800,000 TOTAL TRANSFER TO THE COUNTY $26,500,000 There is clearly a calculated risk in supporting such a series of transfers of responsibility. As the Board has seen over the past few years, the costs of the General Assistance Program have increased dramatically and efforts are being made to force these costs even higher through various court actions. On the other hand, the population in California is growing increasingly older. One must, therefore, balance the increasing costs of the General. Assistance Program with the likely increases in the IHSS Program over the next several years. However, in view of what is known and has been experienced in the past few years, it appears to be worthwhile to support the above detailed realignment of responsibilities. The County clearly has little or no control over the cost of the AFDC Program. On the other hand, the County's Inter-Agency Family Preservation Program holds the possibility of allowing for substantial savings in the cost of and need to remove children from their homes and place them in foster care. As has already been noted, the costs of the General Assistance Program are growing at a tremendous rate. While there is the same potential for the IHSS Program, there is a great deal, of potential for providing preventive services to seniors which will reduce the need for the IHSS. It is, therefore, recommended that the Board endorse the general outline of this type of realignment of welfare programs and authorize the Social Services Director, County Administrator and the County' s lobbyist to work toward such a realignment. -2- cc: County Administrator James A.
