SUBJECT: ADVISORY COMMITTEE TO THE BENCH ON PROBATION - Facilitator Contract
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Authorize the expenditure of Title IV-E revenue to fund a contract between the
Superior Court and Abrams, Moran & Associates to work with the Advisory Committee
to the Bench on Probation Department operations and performance.
FINANCIAL IMPACT
It is estimated that charges will not exceed $60,000 for the duration of the
contract.
REASONS FOR RECOMMENDATION / BACKGROUND
In response to the problems in the Probation Department identified in reports
submitted by Peat-Marwick (under contract with the Grand Jury) and the Juvenile
Justice Commission, the Superior Court established a committee chaired by
Juvenile Court Judge John Minney to develop an action plan to correct the
problems and improve probation operations and performance. The committee has met
on several occasions and reviewed a Five Point Crash Program, developed by the
bench with the assistance of Mr. Roy Chiesa, former County Municipal Court
Administrator.
As recommended in the reports referenced above, the committee has interviewed
candidates to serve as a facilitator to help design and guide the implementation
of necessary reforms.. As a result of these interviews, the committee chair,
Judge Minney, has approved a contract with Joe Moran of Abrams, Moran &
Associates for facilitator services.
In order to avoid the use of general funds for this purpose, it is recommended
that new revenue from Title IV-E funds be used as a funding source. In
conjunction with the Social Service Department, the Probation Department will be
submitting an application for Federal Title IV-E ent'tlement funds for juvenile
placement services.

The Board discussed its concern with the amount of $60,000 for the
above contract. The Board AUTHORIZED expenditure of $49,500,
including expenses, to fund the contract, and REQUESTED its Finance
Committee to monitor the costs and the progress of the contract and to
work with Supervisor Schroder and the Advisory Committee to the Bench
on Probation Department Operations and Performance.
Supervisor McPeak advised she would support the motion, but she wished
to express her serious doubt about the expenditure, which follows the
money allocated for the Grand Jury Report.
